Academy City is a vast collection of educational institutions composed of twenty-three school districts. It features educational curricula designed to discover and enhance Esper abilities, primarily by recruiting students from outside. In addition to educational institutions, there are also research facilities for students. Academy City is equipped with all necessary living facilities and equipment.
Most students in Academy City reside in school dormitories and undergo ability development within their respective schools. Students mostly acquire Esper abilities through medication, hypnosis, and electrical stimulation. Abilities are categorized by scope and power into Level 0 (Ability User), Level 1 (Low-Level Esper), Level 2 (Psychic), Level 3 (Powerful Esper), Level 4 (Great Esper), Level 5 (Esper), and finally, Level 6 (Absolute Esper). However, Level 6 is only theoretical, and no one has successfully evolved into a Level 6.
There is no police force in Academy City; only Judgment members and teachers maintain public order. Additionally, there are direct subordinate dark side organizations of Academy City's upper echelons: School, led by Kakine Teitoku, the Number Two, and Item, led by the Number Four, Shizuri Mugino.
And the Number One Esper in Academy City is Accelerator. His ability is Vector Operation, a codename he gave himself; his true name is unknown to anyone.
To avoid "destruction," he seals his "emotions" within his heart, showing them to no one. The way to harm no one is to become someone who remains unperturbed, no matter how others treat him. Even a slight impatience could lead to others' deaths, so he cannot have any emotional fluctuations. Only by becoming a person like ice can he prevent his power from going out of control and endangering others.
