My Dao heart can evolve all things and create all living beings.

The Dao heart had changed. The protective divine light had also changed. The array base condensed from it likewise changed.

If the heavens-and-earth inside divine light can transform from empty to real and become true heavens-and-earth, then the living beings within them can also become true living beings.

But several hundred worlds were rejected by the stars. The filling failed.
Lin Moyu looked at these failed Dao Heart Heaven-and-Earth and quickly found the root cause.
Looks like my Dao Heart Heaven-and-Earth are not strong enough.
Those that failed are all the ones I evolved right after first comprehending Dao Heart Heaven-and-Earth.
Those worlds are weak, not strong enough, and do not even have rules.
