The condition Uri gave wasn't a condition at all for the Cheetah tribe. They had been losing members of their tribe for some time now. Larger animals have started migrating to their territory. The rituals performed by their priest have caused the land to become less fertile, and there are fewer things for them to forage. They have been wanting to seek out a new territory.
As for the Boar and Ram tribes, they have not experienced any significant loss. Joining Visha's pack is actually a loss to them. Even if they knew where the hope of the Beast Continent was, their tribes joining their small group would be of no use.
"I am not asking everyone in your tribe to join. You may choose the people you wish to have join. I can only say that no matter who you choose, they have to work. We will not allow people who strain our resources," Uri explained.
