And that was precisely what made it perfect as a foundation for the shinobi world—a world that truly bloomed in the later stages.
In the early phase, one could rely on One Piece World taijutsu and swordsmanship as a bridge, while steadily maintaining chakra training. Then, in the later stage, transitioning fully into the shinobi system would result in balanced growth and consistently strong combat power.
Although Kushina was a girl, training in Marine-style taijutsu wouldn't be a problem at all. The One Piece World had no shortage of powerful women—one of the Four Emperors was a woman, after all.

Looks like the plan to teach Kushina lightning-based techniques—especially the bird-style Lightning Release most suitable for physical enhancement—wasn't going to work after all.
