Chapter 13 - Chapter 11: The People Who Should Be in Place

Wanquan never attended that meeting.

But the blueprints and orders he received were precise down to every punctuation mark.

——

He read the constitutional amendment Shanjue had attached, signed his consent, and sent the reply back.

Back in his room, he turned on the music and lay back down on the bed.

His body stayed on the bed.

He was already gone.

——

Fifteen hundred names arrived in front of him.

Three hundred were Shanjue's magistrates.

Twelve hundred were Qianhui's Circulation Officers.

The three hundred magistrates' files said which district each would be stationed in.

The twelve hundred Circulation Officers' files each said what to do on the first day, what to accomplish by the end of the first year, and what to do when meeting each kind of person.

He leafed through a few.

Then a few more.

Not one was empty.

——

In the Mirror of Fate, he looked, one by one, at the futures of fifteen hundred people if they followed their current assignments.

Which one would die of illness in the ninth year.

Which one would go mad in the thirty-first year.

Which one would never know, to the very end, why they had to walk that road.

——

He pulled the names whose endings were bad into a separate list.

He sent the list to his father's desk, with the dangers seen in the mirror listed beside each name.

——

Pangu read it, then pushed the list back to Wanquan.

"Whatever can be avoided, avoid it first. Swap people, swap places, arrange care early. Try all of it."

Wanquan nodded.

An appointment could make someone take a different road, but couldn't order the end of that road to be safe. An illness seen in the mirror wouldn't disappear just because he changed someone's job.

——

After the assignments were adjusted, people were sent out one after another.

Pangu kept the list, filed together with the district reports. Every time new information came in, he checked it again.

——

Most of the actual work, Wanquan handed to his people in Heaven.

They all worked for Wanquan voluntarily. They didn't need his divine power of appointment.

They knew where to go, whom to find, what to say.

They revered Wanquan.

And they were willing to obey him.

——

On the Mirror of Fate, that line of text was still there.

[External Program: Detected]

He glanced at it and kept working.

——

In the first year, one thing required him to use an appointment personally.

A riot of mosin-a broke out on the borders of Hell. The disaster seen in the mirror, if things went on as they were, would burn for thirty years.

He picked out the names of three magistrates from the fifteen hundred.

[Appointment]

[Target: Three magistrates of the Three Realms Court of Inquiry]

[Duty: Arrive at the heart of the riot on the same day]

The three of them "happened" to arrive at the same place on the same day.

And "happened" to figure out, there, a way to work together.

Three months later, the riot was put down.

——

They came up with the solution themselves.

He only had them stand together.

——

When he came back into his body, the music was still playing.

The black coffee on the table was hot.

He took a sip.

Then he picked up Qianhui's twelve hundred files and went through them once more.

——

The people who should be in place.

At the time they should be in place.

In the places they should be.
