It was true that no God or even Chaos could dare challenge the scales and karma working side by side to ensure justice, delivery and reward for all good or bad things received in all realms. He can do anything for her but can't risk fighting against a system that might cost her more than just having the chance of having another rebirth.
The scales have no business in understanding if the good or bad was intentional or not. It just rewards as it receives and that's what makes it more dangerous than Chaos itself.
