Chapter 188 - Danzō's Evaluation. The Arena Goes Absolutely Feral.

Chūnin Exam Arena --- Konoha

The crowd hadn't fully recovered from the Bai Yan reveal.

People were still craning their necks toward row seven of the civilian section.

Still trying to reconcile Ichiraku Ramen, ordinary civilian with temporal manipulation, chakra-independent power, foreknowledge of events.

Bai Yan had responded to this attention by eating the last chestnut in the bag and staring at the scroll like nothing had happened.

Ayame had given him a look that said we will be discussing this at length tonight and then very composedly watched the scroll alongside him.

It was, all things considered, a very married way to handle a world-altering revelation.

The scroll didn't care about any of that.

It had already moved on.

[Shimura Danzō. Root Commander. Konoha Elder.]

The arena did not go quiet this time.

The arena went---

Loud.

Group Chat:

[Fourth Raikage A: HERE WE GO.]

[Third Tsuchikage Ōnoki: I've been waiting for this one.]

[Fifth Mizukage Terumi Mei: Everyone get comfortable. This is going to be long.]

[First Hokage Hashirama Senju: I know this name. He was a student of Tobirama's. Tobirama, what do you know about him?]

[Second Hokage Tobirama Senju: ...]

[Second Hokage Tobirama Senju: More than I'd like.]

Konoha --- Observation Platform

Hiruzen Sarutobi read the name.

His expression didn't change.

He'd known Danzō for sixty years.

He'd argued with him for sixty years.

He'd overruled him for sixty years.

He'd also looked the other way for sixty years.

He was very carefully not thinking about that right now.

"Lord Hokage," Tenzō said quietly.

"I see it."

"Should I---"

"No. We watch."

He folded his hands.

He watched.

Root Headquarters

Danzō had been waiting for his placement since the ranking began.

Fourth.

Not first.

Not second.

Fourth.

Below a ramen chef who stopped time as a hobby.

He breathed through his nose.

He could accept fourth.

Fourth on a list of people who shaped history from the shadows was still a significant position.

It meant the scroll acknowledged his work.

It meant his contributions would be recorded.

He was fine with fourth.

He told himself this several times.

He was completely fine with fourth.

"Read the evaluation," he said to Fu.

Fu read it.

Aloud.

[Danzō's record spans forty-one years of covert operations. It is long. The scroll will summarize.]

"Good," Danzō said.

[Root Division, founded under the Second Hokage's sanction as a deniable intelligence apparatus, was by the time of Danzō's leadership a fully autonomous shadow organization operating independently of Konoha's official command structure.]

[Operations include: unauthorized infiltration of allied villages, assassination of at least twelve domestic targets without Hokage approval, the forced conscription and emotional conditioning of child soldiers, the theft and implantation of Sharingan eyes from Uchiha clan casualties, the deliberate withholding of intelligence during the Uchiha Massacre to ensure the clan's elimination, and the ongoing manipulation of the Third Hokage through strategic information control.]

Fu stopped reading.

He looked at Danzō.

Danzō looked at the scroll.

"Keep going," he said.

"...Yes, Lord Danzō."

Konoha --- Chūnin Exam Arena

The arena had gone from loud to a very specific type of silent.

The type that happens when a room full of people all read the same thing and none of them are sure who to look at first.

Then Kiba said: "He STOLE SHARINGAN EYES?!"

And the silence broke.

"TWELVE PEOPLE ASSASSINATED WITHOUT THE HOKAGE KNOWING?!"

"CHILD SOLDIERS?!"

"HE KNEW ABOUT THE UCHIHA MASSACRE BEFOREHAND?!"

The Rookie Twelve were on their feet.

Half of them talking at once.

Half of them looking at Hiruzen on the observation platform with expressions ranging from confused to furious.

Sasuke Uchiha was very still.

The deliberate withholding of intelligence during the Uchiha Massacre to ensure the clan's elimination.

He read that line once.

Twice.

His fists closed.

He said nothing.

Group Chat:

[Naruto Uzumaki: OLD MAN THIRD!! WHO IS THIS GUY AND WHY IS HE STILL ALIVE?!]

[Third Hokage Hiruzen Sarutobi: Naruto...]

[Naruto Uzumaki: HE KNEW ABOUT SASUKE'S CLAN AND DID NOTHING?!]

[Naruto Uzumaki: WHERE IS HE RIGHT NOW?!]

[Third Hokage Hiruzen Sarutobi: Naruto, calm down---]

[Naruto Uzumaki: I AM CALM!! THIS IS CALM!! WHERE IS HE?!]

[Kakashi Hatake: Naruto. Read the rest first.]

[Naruto Uzumaki: THERE'S MORE?!]

[Kakashi Hatake: There's more.]

[Danzō's motivations were not personal malice. This is important to establish.]

[He loved Konoha.]

[He loved it with a ferocity that never wavered across sixty years. Every operation, every assassination, every child recruited into Root --- in Danzō's framework, these were sacrifices made to ensure the village survived.]

[He was not wrong that the village needed protection. He was not wrong that Hiruzen Sarutobi was sometimes too compassionate to make the hard choices.]

[He was wrong about almost everything else.]

[The specific error: he decided, at some point in his youth, that Konoha's survival was more important than the people inside it.]

[He never noticed when that became a contradiction.]

[Because you cannot love a village and treat its children as tools simultaneously.]

[Those two things eat each other alive.]

[And they ate Danzō alive too, in the end, though he never admitted it and likely never will.]

Root Headquarters

Fu had stopped reading again.

Danzō didn't tell him to continue.

He was reading it himself.

He loved Konoha.

He loved it with a ferocity that never wavered across sixty years.

He read that three times.

Not the condemnations.

Not the list of operations.

That line.

It was the most the scroll had given him and it sat in his chest like something he hadn't expected to feel.

He'd spent sixty years being called ruthless.

Heartless.

A shadow without principle.

The scroll had looked at sixty years of that and said:

He loved Konoha.

Not as an insult.

Not sarcastically.

Just as a fact.

...Yes, he thought.

That's right.

That has always been right.

He looked at the next line.

He was wrong about almost everything else.

He sat with that for a long time.

"Lord Danzō," Fu said carefully. "Are you---"

"I'm fine."

He said it without the usual ice in it.

Just said it.

Fu had worked for Danzō for fifteen years.

He'd heard that phrase hundreds of times.

He'd never heard it sound quite like that before.

Like something had gone out of it.

Like the man saying it was very tired.

Because you cannot love a village and treat its children as tools simultaneously.

Danzō looked at his hands.

At the bandages on his right arm.

Underneath them: Sharingan eyes.

Twelve of them.

Each one a dead Uchiha.

Each one taken because he'd decided their deaths served the village.

Those two things eat each other alive.

He'd always told himself he was doing what was necessary.

That someone had to.

That Hiruzen was too gentle and the world was not gentle and someone had to be the shadow so the light could exist.

He'd told himself that so many times it had become the only story he knew how to tell.

The scroll had just --- very calmly, without anger, without ceremony --- told a different one.

He rolled his sleeve back down.

"Fu."

"Yes, Lord Danzō."

"...Dismiss the operatives standing by outside the arena."

Fu blinked. "Lord Danzō?"

"Send them home." A pause. "There's nothing to act on today."

Fu looked at him for a long moment.

"...Yes, Lord Danzō."

He left.

Danzō sat alone in the empty root base with the scroll's evaluation glowing on the projection above him.

And they ate Danzō alive too, in the end, though he never admitted it and likely never will.

He said nothing.

He was a man who had built his entire life on never admitting anything.

He looked at the ceiling.

He breathed out.

Likely never will.

He still wasn't going to admit anything.

He was Shimura Danzō.

He didn't do that.

But.

He picked up the list of Root operatives currently in the field.

For the first time in forty years, he started marking people for recall instead of deployment.

He told himself it was strategy.

Re-evaluate positions.

Pull back, reassess, redeploy later.

He told himself that.

It was easier than the other story.

Konoha --- Observation Platform

Hiruzen had read every word.

He hadn't moved.

Tenzō waited.

"...Lord Hokage."

"I know."

"The evaluation---"

"I know, Tenzō."

"You knew about Root's operations?"

A pause.

"Some of them," Hiruzen said. "Not all. Not---" He stopped. "I knew what Danzō was. I knew what he was willing to do. I told myself it was contained. I told myself I had oversight."

He was quiet.

"I didn't have oversight," he said. "I had plausible deniability. There's a difference. I chose not to look closely enough to have to tell myself the truth."

Tenzō said nothing.

"That's not the same as Danzō," Hiruzen said. "But it's not clean either."

He looked down at the arena.

At Naruto, who was still loudly demanding answers in the chat.

At Sasuke, who had gone completely quiet.

The deliberate withholding of intelligence during the Uchiha Massacre to ensure the clan's elimination.

"...When this ranking ends," Hiruzen said quietly, "I am going to have a very long conversation with an old friend."

He said old friend the way you say a word whose meaning has changed.

Group Chat:

[Second Hokage Tobirama Senju: I sanctioned Root's founding. I want to be clear about that.]

[Second Hokage Tobirama Senju: I sanctioned a deniable intelligence apparatus for Konoha's protection. I did not sanction child soldiers. I did not sanction unsanctioned assassinations. I did not sanction what Root became.]

[Second Hokage Tobirama Senju: That does not absolve me of having built the structure that allowed it.]

[Second Hokage Tobirama Senju: I built the room. I didn't expect someone to use it as a prison. That was naive. I was not usually naive.]

[First Hokage Hashirama Senju: Brother...]

[Second Hokage Tobirama Senju: Don't. I'm not looking for comfort. I'm stating facts.]

[Second Hokage Tobirama Senju: If you want to help, tell me: how do you dismantle something you built?]

[First Hokage Hashirama Senju: ...You find the people still inside it and you give them somewhere else to go.]

A pause.

[Second Hokage Tobirama Senju: ...That's simple.]

[First Hokage Hashirama Senju: Most true things are.]

Konoha --- Chūnin Exam Arena

Naruto had run out of exclamation points somewhere around the eighth entry in Danzō's operations list.

He was sitting very still now.

Which was somehow more alarming.

Sakura glanced at him. "Naruto?"

"I'm fine."

"You don't look fine."

"I'm angry."

"I know. That's what I said."

He looked at the scroll.

"Sasuke," he said.

Sasuke didn't look at him.

"Oi. Sasuke."

"What."

"The evaluation said someone withheld information during your clan's---"

"I read it."

"Are you---"

"I read it, Naruto."

Naruto stopped.

Looked at Sasuke's profile.

At the angle of his jaw and the way his hands were flat on his knees and how completely still he'd gone.

"Okay," Naruto said.

He didn't push.

He just stayed where he was.

Present.

Not making a thing of it.

Sasuke said nothing.

A minute passed.

Then, very quietly, without looking:

"Thank you," Sasuke said. "For not---for just---" He stopped.

"Yeah," Naruto said. "Obviously."

Another silence.

"I'm going to be stronger than him," Sasuke said. Low. Flat. Like a foundation being laid. "Strong enough that nobody ever---"

"Yeah," Naruto said. "Me too."

Sasuke finally looked at him.

Naruto was looking at the scroll with the same flat certainty.

Rivals.

Both of them carrying things that were too heavy.

Both of them deciding to carry them anyway.

Side by side without making it weird.

Shikamaru, watching from two steps back, thought:

...I'm surrounded by idiots.

Then:

...Good idiots, though.
