You get secure facility for fallback position, we get expertise and numbers to actually hold what we've got."

"This is your link to the network," Scott explains, demonstrating frequency sequences. "Daily check-ins at 0700 and 1900, emergency broadcasts anytime, coded weather phrases for intelligence sharing. You're settlement number six now—callsign 'Fortress.'"

Axel operates the radio with enthusiasm that borders on childlike, his technical aptitude making him natural choice for communications officer despite his nervous energy.

Scott's beside him instantly, grabbing the binoculars and focusing on the lead vehicle. His face goes rigid with recognition and dread.

"Saviors," Scott announces grimly. "Gary's leading—he's one of Negan's lieutenants. We need to hide. Now."

POV: Rick

Rick makes tactical assessment in seconds—fight and reveal coalition presence immediately, hide and let Thomas handle first contact, or run and appear weak. None are good options.

"If we fight, Saviors report back about armed resistance at prison. If we hide, we look cowardly and Thomas deals with people he doesn't understand. If we run, we abandon new allies to face threats we brought to their doorstep."

"Hide the truck," Rick orders Daryl. "Behind the far building. We'll observe, back Thomas up if needed, but let him take lead on first contact."

POV: Thomas Richards

Thomas has seconds to prepare before the Savior vehicles reach his gates, confusion warring with instinct as his new allies scatter to concealment like they're fleeing rather than supporting.

"They're hiding. Which means these Saviors are threat serious enough that Haven's people—who seemed confident and capable—would rather not be seen. Great. Making deals with people who bring problems then disappear when those problems arrive."

But there's no time for recriminations. The vehicles stop at his gate, and men emerge with casual arrogance that suggests they expect cooperation rather than resistance.

Gary surveys the prison with appreciation—good bones, decent defenses, population large enough to be valuable but small enough to intimidate. This could be profitable addition to Negan's network.

"Boss said expand east, bring new settlements into the fold, establish tribute relationships before someone else does. Prison's a prize—shelter, security, probably farming capability. Whoever runs it will see reason once terms are explained."

"Hello the prison!" Gary calls cheerfully. "Looking for whoever's in charge! Got a business proposition!"

POV: Thomas Richards

Thomas approaches the gate with his people flanking him, weapons visible but not pointed. He's negotiated with raiders before—key is showing strength without triggering immediate violence.

"Stall. Learn what they want. Figure out how to make them leave without revealing Haven's people are here or committing to anything that enslaves us."

"Thomas Richards. This is our facility. What's your business?"

Gary's smile widens. "Gary. I represent the Saviors—we provide protection and security throughout this region. For a fair tribute of supplies and resources, we keep you safe from walkers, raiders, all the bad shit that makes life difficult."

POV: Scott

Scott watches from concealment in the cell block, his System analyzing Gary's pitch and calculating optimal counter-responses that Thomas can't possibly know without coaching.

Andrea's beside him, rifle ready. "Do we intervene?"

"Not unless necessary. Let Thomas handle it—he needs to establish his own relationship with Saviors, not just hide behind us."

POV: Thomas Richards

"We're self-sufficient," Thomas responds carefully. "Appreciate the offer, but we're managing fine on our own."

Gary's expression hardens fractionally. "Thing is, you don't look fine. Looks like you're barely holding position against the dead. We could make that easier. All we ask is tribute—twenty percent of what you produce. That's fair compensation for peace of mind."

Axel watches from the guard tower, his assigned position giving him clear view of the negotiation. Gary's men are fanning out, subtly examining the prison's defenses and identifying weaknesses.

"When Gary moves, we move," Scott whispers to Andrea and Rick. "Defensive positions only—we're protecting Thomas, not declaring war on Saviors."

Gary signals his men subtly—time to show these prison rats what resistance costs. They'll force entry through the weak section his scouts identified, kill a few defenders, then renegotiate from position of strength.

"Negan taught us well—violence is language everyone understands. Use enough to make the point, not so much you destroy the asset. Leave them scared but functional."

"Last chance," Gary announces, his friendly mask dropping. "Accept protection, or we demonstrate why you need it."

Thomas's jaw sets. "I said no."

Thomas sees Gary's signal, recognizes the coordinated movement toward the fence section he knows is compromised, understands with sinking certainty that violence is seconds away and his people can't possibly repel it.

"Screwed. They're going to breach, kill us piecemeal, force submission through blood. Should've accepted alliance faster, prepared defenses better, done anything except stand here watching my people's doom approach."

"You're making a mistake," Gary calls, but he's already signaling his men to withdraw. "Negan doesn't forgive threats against his people."

"Then he'll understand we're defending ours," Rick replies from his position. "Leave. Don't come back without talking to us first through proper channels."

Daryl tracks Gary through his crossbow scope, finger on trigger that could end threat permanently but would also trigger war coalition isn't ready to fight.

"One shot. Drop their leader, maybe scatter the rest. But that brings Negan himself, and we're not prepared for that confrontation yet. So I watch him leave and remember his face for future settling."

Gary retreats to his vehicles, but not before firing parting shot that promises complications. "You just signed death warrants. Negan will hear about this. And when he comes, he won't be offering protection."

"Small comfort when what comes next might be overwhelming force destroying everyone simultaneously," Thomas replies, but there's grim humor in his tone.
