Chapter 134 - Parker’s Decision

In the end, the fires that broke out in several locations still resulted in more than a dozen casualties.

Although the Guardians saved hundreds of lives, the loss of life nonetheless triggered a wave of intense reaction across global society.

New York still had the Guardians—but what about everywhere else?

A single loser, abandoned by his girlfriend, was able to cause such enormous destruction after gaining powers, to the point that ordinary government security forces were completely powerless to stop him.

No one could be sure whether someone around them—someone with violent tendencies—might suddenly awaken superpowers.

Under this sense of looming crisis, a certain voice gradually began to emerge.

That voice called for all superpowered individuals to undergo voluntary registration, and for those with dangerous abilities to be restricted and supervised.

For now, that voice was still faint, and it had not gained widespread support, because implementing such a policy would be extremely difficult.

Even so, it drew Shen He's attention.

Shen He knew very well that, under normal circumstances, the passage of a Superhero Registration Act was an almost inevitable future. After all, this was ultimately a world governed by ordinary people, and in terms of political standing, heroes were still just civilians.

Hero registration itself was not inherently a bad thing. However, if such an act were to become a tool for a world government to consolidate power and control heroes, that was not something Shen He wished to see.

Those with extraordinary abilities did indeed need to be managed—but they should be managed by other extraordinary individuals.

Thus, Shen He immediately instructed the virtual reality company to draft an announcement, to be released in his name and in his voice.

"There is an old saying in Huaxia: When virtue does not match one's position, disaster will surely follow.

"This means that when a person's status does not correspond to their moral character, calamity will result. 'Status' can also be understood as power. When extraordinary power appears suddenly, it often throws both your life and your state of mind into chaos. The arsonist is the best example of this. Some dangerous abilities can even cause you to harm people you never intended to hurt.

"In helping those with abilities, Chaldea possesses thousands of years of experience.

"Therefore, we will establish a 'Foundation for Special Populations,' dedicated to providing assistance and shelter to all ability users.

"If you feel panic over sudden changes within yourself—whatever those changes may be—you can come to us. We are the largest gathering of extraordinary individuals in the world.

"—Chaldea."

The most crucial part of this announcement lay in the words "the largest."

The so-called age of democracy and equality also meant that minorities—even if they were not necessarily wrong—had to submit to the majority.

Starting now, Shen He intended to gradually establish Chaldea's authority and representativeness within the extraordinary community. Only by firmly grasping that representational power would they have the legitimacy to argue with world governments on moral grounds in the future.

The moment the announcement was released, Parker had already made his decision.

This "Foundation for Special Populations" erased his last lingering concern. Even if he failed to become a Guardian, his identity would not be exposed, and he could even receive assistance. Moreover, he truly felt at a loss regarding his own abilities.

He decided to seek out Shen He and explain the changes that had occurred within him.

Of course, to avoid arousing suspicion among his friends, he planned to slip away quietly during lunchtime and go alone.

Because the internship took place at night, most students rested during the day or wandered around the company's internal recreational areas. Movement was largely unrestricted. Parker had done his homework and knew that Shen He usually stayed in his own residence—an area that was not off-limits to students.

He was also fairly confident in his abilities. His enhanced senses allowed him to avoid all patrolling personnel.

He even had a degree of foresight when it came to security cameras.

Until he encountered a little girl.

Parker could swear that in his entire life, he had never seen a little girl like the one before him—an adorably perfect face, eyes as clear as a lake, and smooth blond hair without the slightest impurity.

And then there was the fear.

A terror that made his entire body tremble.

Every hair on his body, every inch of his skin, was screaming a warning.

The little girl in front of him was extremely dangerous.

Fortunately, the girl merely gave him a brief glance before running into the house.

Only after she vanished from his senses did Parker realize that his clothes were completely soaked through.

He swallowed hard, hesitating.

Just as Parker finally prepared to leave, that shuddering sensation struck again—this time even stronger.

It was the same little girl, pulling along a black-haired少女 dressed in a Japanese-style kimono as she came back out of the house.

Equally exquisite features, porcelain-white skin, and messy black hair falling to her shoulders gave her a distinctly Eastern, exotic beauty. Yet her straight-backed posture inevitably reminded one of a highly aggressive carnivorous animal.

Parker felt as though his spider-sense was about to make him cry.

Were all the people of Chaldea this terrifying?

"Who are you looking for?" Ryougi Shiki asked, her brows knitting slightly.

Earlier, Violet had suddenly run inside saying there was a strange person outside. Now it seemed he was probably a student who had come for an internship.

"I—I…" Parker took a deep breath and stammered, "I want to see Mr. Shen."

"Wait here."

Shiki glanced at him, then turned and ran inside, pulling Violet along. Parker could faintly hear her calling out Shen He's name.

At this moment, Shen He was eating a simple lunch.

In fact, when Violet first ran in, he had already received the information from Jarvis. But seeing Parker's expression proved rather interesting, he did not stop Shiki from going out.

In some universes, spider-sense was an extremely powerful ability—some Spider-Men could even use it to foresee and avoid all danger in advance.

"Violet, I saved you a piece of strawberry cake."

Shen He stood up and handed the plate to Violet, then reached out to ruffle the little girl's hair—only to have his hand slapped away by Shiki.

"Do you think anyone but me is the one who fixes Violet's hair?" Shiki glared at him.

She never even bothered to manage her own hair, yet still had to take care of Violet's—and Shen He messed it up every day.

After all, Jeanne could only braid pigtails.

"I couldn't help myself," Shen He laughed awkwardly.

No matter how impressive he was outside, once he returned here, he was no different from when he had first crossed over into this world.

Still, he cleared his throat and straightened his posture.

There was a "junior" waiting outside.

Parker waited nervously for a while before Shen He finally came out. Even dressed in a simple shirt, the man placed considerable pressure on him.

"Mr. Shen, I am—"

"Parker," Shen He interrupted. "Peter Parker, right?"

"Uh…" Parker was startled.

He had been questioned once before, but he had not given his name at that time.

"I've been keeping an eye on you," Shen He said, seemingly reading his confusion. "Since last Friday."

Parker's eyes widened.

That was exactly when he had gained his powers.

"Don't be nervous. Come in and talk," Shen He said warmly, stepping aside.

"Thank you, Mr. Shen."

Having already come this far, Parker could only take things one step at a time.

"Have you eaten lunch? If not, I've got some cake, sandwiches, and a few Huaxia dishes. You can try them."

"Thank you… Mr. Shen. But how did you start paying attention to me?" Parker couldn't help asking.

It was simply too strange. Ever since gaining his powers, he had been extremely careful, and Shen He was a man burdened with countless affairs. Why would he start watching him from the very moment his abilities awakened?

"Sit down first," Shen He said, leading Parker into the living room, where cakes were laid out on the coffee table. "We have certain methods that allow us to observe some special individuals in advance. You are one of them. Originally, I had no intention of seeking you out—but I didn't expect you to come to me instead. So, did you run into some kind of trouble?"

"No, not really," Parker shook his head instinctively, then quickly corrected himself. "I—I want to join the Guardians."

"Your reason?"

Shen He neither looked surprised nor acted as though it were a given.

He simply asked a single word.

Since Parker had come here of his own accord, he had long prepared his answer.

"Last night, I saw what the Guardians did," Parker said without hesitation. "I think that's what an ability user should truly do. When we gain special powers, there's always this feeling inside us—that we should use them to do something. I think what the Guardians do is exactly what I want to do."

At this moment, Parker genuinely hoped to help others the way the Guardians did.

He didn't know whether he could do it well—but there was an undeniable impulse to do something, anything.

"I have another question," Shen He said, not agreeing immediately. "What do you think the Guardians are doing?"

"Uh…"

Parker was momentarily caught off guard—not because he didn't know the answer, but because it was too simple.

"Helping people who need help?"

"Exactly." Shen He nodded. "But even without joining the Guardians, you could still help those who need help. You'd just need to put on a mask, wear a tight suit, and wander the city at night catching criminals."

"But, Mr. Shen," Parker said anxiously, "the Guardians have the best companions—the best team."

Parker was still a teenager, after all. He hadn't even developed web-shooters yet. Running around the city alone in a tight suit would inevitably feel a bit foolish. And after witnessing the Guardians' massive logistical support, he could clearly see the difference between the two paths.
