As everyone gathered in the council chambers, there was complete quietness. Important people from all parts of Sunagakure had been called suddenly, and no one knew exactly why.
The elders, Anbu commanders, and other high-ranking shinobi sat or stood in their places, whispering quietly among themselves.
Lady Chiyo sat with her arms crossed and a grumpy expression on her face. "Why did the brat have to even call me for this meeting? I am retired for fuck's sake," she complained loudly.
Her brother Ebizo smiled beside her and replied calmly, "Sister, such crude language does not suit you. And why did you join if you did not want to join? No one would have forced you or reprimanded you if you did not attend the meeting. You just want to enjoy the drama that little Shota has created."
Chiyo just snorted and mumbled under her breath, "Whatever." She tried to look uninterested, but everyone could see the spark of curiosity in her eyes. The old woman clearly did not want to miss whatever trouble her favorite grandson-figure had stirred up this time.
Shota walked into the chamber flanked by the Daimyo's samurai and shinobi, along with the royal courier. He looked calm and a little tired, but his presence immediately drew everyone's attention. He scanned the room to make sure everyone important was present and then smiled slightly.
He let the royal courier speak first. The man stepped forward with a loud, clear voice that filled the entire hall.
"I speak in the place of his lordship, Lord Daimyo Tenryu the Fifth of his name, the benevolent ruler of the Land of Wind, the protector of the desert people, the wise guardian of our ancient traditions, the supreme judge of all matters concerning the nation, and the unwavering pillar of justice and prosperity," the courier announced grandly.
He continued with even more titles. "The great overseer of trade routes, the defender against all external threats, the father of the realm who ensures peace between Suna and the capital, and the sovereign whose wisdom guides us through both war and peace." The courier's voice was full of respect.
Shota thought to himself, 'This Daimyo has more titles than probably Kakashi... At this rate, they will need a second courier just to finish the introduction. I wonder if he adds new titles every year like birthday presents.'
The courier then moved to the main announcement. "His Lordship has seen the corruption that is rotting within the higher departments of Suna. But he knows, as per the laws, he cannot interfere directly in Suna's internal operations. However, he has decided to create a new Anbu division that would stop this corruption from spreading and keep the council in check to maintain balance and prevent any possible civil wars within the village."
"For too long, certain individuals have used their positions for personal gain. This has weakened Suna and threatened the stability of the Land of Wind. His Lordship, in his great wisdom, has created this new division to ensure that no one — not even the highest-ranking elders or officials, is above the law when it comes to betrayal and corruption."
The courier's voice grew stronger. "This new Anbu division will be called SOVC, which stands for Supervisors of Village Corruption. It will be headed by Shota Aizawa as its first leader. As per this role, he has been given the authority to convict any shinobi within Suna with sufficient proof and slay him, put them behind bars, or deliver justice. This includes the elders of the council as well as the Kazekage himself if necessary."
This announcement made everyone stiffen. Many eyes turned toward Shota, who was now lazily standing on the side with his eyes closed. If one listened closely, they could hear a soft snore coming from him.
"Furthermore, this does not mean that he is no longer a shinobi of Suna," the courier continued. "He will continue to perform his duties as an Anbu or as a regular shinobi of Suna, but he now has the choice of which missions he will undertake. He has also been given the power to recruit six individuals in his team who will have the same legal powers as him."
The courier finished by saying, "Now I would like Shota Aizawa to tell you about the two decisions that he, along with the Daimyo, has made. This has been done after gathering sufficient proof."
The iryo-nin standing beside Shota smacked him lightly on the back of his head to wake him up. Everyone in the room was now staring at them. Shota blinked a few times and walked forward casually.
"Right, right," he said, stretching his arms. "Who would have thought that a small vacation outside the village would turn out like this... I just went outside for a walk and look what happened."
No one believed the boy. They all knew he had something big to do with the Daimyo's decision. Shota cleared his throat and continued.
"The first decision that the Daimyo and I have made is to remove the bounty of Sasori of the Red Sand. He is no longer a criminal of Sunagakure and the Land of Wind," Shota announced.
Chiyo looked at him in complete shock. She was about to say something, but Shota continued quickly.
"Some of his crimes, while serious, were now proven with evidence that he had been falsely accused or framed," Shota explained carefully. He spoke with confidence, trying to paint Sasori in a better light. "A certain Elder used his position to manipulate situations and force Sasori into becoming a rogue. The boy was young and talented, but he was pushed into a corner. Many of the things he did were out of survival, not pure evil. We must look at the full picture instead of judging only the surface."
He kept speaking to convince the shocked audience. "Sasori's genius was turned against him by people with bad intentions. If we bring him back, his skills could greatly benefit Suna once again. Think about it — his puppet techniques are unmatched. We would gain a powerful ally instead of keeping an enemy outside our walls. Lady Chiyo knows his heart better than anyone. He is not beyond redemption."
"Oh, and Lord Daimyo realized that Suna needs Sasori after he had no choice but to kill the Third Kazekage and, to protect himself, turned him into a puppet to survive. The addition of the puppet would bolster Suna's military strength," Shota said it as if it was a simple afterthought meant to lessen the impact of this shocking information.
But it did not have the desired effect.
"Did... he just say that Sasori killed Lord Third?" one elder whispered in disbelief.
"And made him... a puppet?" another asked, voice shaking.
"Preposterous!"
"This cannot be true!"
"How dare he speak of such things so casually?"
"The Third Kazekage... turned into a puppet? This is madness!"
"Shota Aizawa, explain yourself properly!"
