The next day, Shota accompanied the Kazekage and Elder Mina back to the Hokage building for the second round of talks.
They entered the Hokage office where Shota saw everyone that was present in their last meeting except Danzo who had not attended the meeting.
Shota thought,'He probably did not want to be in an awkward situation by coming to the meeting. If Suna did not get something that they wanted, they could have just said that Danzo attacked us so accept to our terms as a compensation which Danzo probably wanted to avoid. He is probably planning something evil too."
As they got seated, Minato asked politely and went straight to the point with a smile.
"What is your decision, Kazekage? Does Suna want to have an alliance with Konoha?"
Both Kazekage and Elder Mina had discussed this thoroughly for the past few hours. They had talked late into the night. They had weighed every word Minato had said. They had debated every possible term and had considered every possible risk. They had agreed that a peace treaty would do a lot of good to Suna if a few of their terms were agreed.
They discussed the terms before of what they should ask including the concessions and also the terms of the treaty along with what all should they give up.
Shota had to listen to them talk for hours since they wanted him to learn a little. Both believed with his strength, he would be sent to other villages to sign peace treaties or surrender terms in the future. So they wanted him to learn for the future. Shota did not mind it though. He took advantage of the fact that he was included in such an important discussion to give them a suggestion of a term within the treaty.
Both had looked at him as if agreeing to a kid's request but after he put up a certain condition, they looked at him thoughtfully and in a new light.
Shota had suggested that neither village would agree or do missions issued by the nobles and daimyō of their counterpart's country unless agreed by the other village.
This meant that Suna can't take or accept missions issued by the Fire Daimyō or the country of fire nobles. Likewise Konoha could not take missions from Land of Wind's nobles and daimyō. This would ensure that the future economic crisis in Suna would not happen. The crisis which resulted in Suna attacking Konoha during the chūnin exams.
Both Kazekage and Elder Mina agreed after realising that the Land of Wind nobles might start giving missions to Konoha which had the reputation of having better shinobi as well as more cheaper to hire.
And with the two villages becoming allies,it might become a possibility of their Daimyō and nobles to start just giving missions to Konoha.
Rasa's eye had twitched when Shota shamelessly asked for a reward after they praised him. He gave a "we will see" look that clearly meant "don't push your luck, kid."
Back to the meeting, all the Konoha higher ups looked at Kazekage expectedly as he said, "We agree for the peace treaty."
The expression of Konoha people became filled with smiles.
"But we have our terms just like I believe that you would have your own," Rasa said as Minato nodded.
"Firstly, as part of the peace, the borders would open and we would be offered cheap food and water. There should be a guaranteed amount that should be delivered to Suna."
Konoha agreed with that easily.
"Konoha would not interfere with Suna's internal affairs. Suna would do the same with Konoha."
Minato agreed with that.
Shota thought, 'And that would ensure that Suna would have no problem in getting the 7 tails to Suna at least from Konoha's side. Cheeky.'
Throughout the meeting, Shota could feel Shikaku eyeing him a little.
'Why is he eyeing me like that? Does he suspect me for anything? Nah, he is not that smart, is he? Even if he did, he would not look at me like that. That would only make me vigilant.'
Rasa put more conditions. Some were accepted. Some were entirely rejected. Some were negotiated. Then Konoha gave their own conditions and the same thing happened but one condition was met with a lot of pushback from Suna.
Konoha had asked that both the villages would help defend the other village if another village declares war on another.
On the surface it looked like a good deal. Suna would get a much powerful ally to help them against other shinobi villages which would ensure that no other villages would attack them.
But it also meant that Suna would have to help Konoha who was always at war. It also meant that Suna would have to join back in the war with Konoha against Kumo and Kiri.
Rasa had immediately refused this. He made a valid point that Suna was recovering and would not help them with this and even in future.
It was negotiated back to something that Shota really liked.
'Now that's a good condition. Both villages can take help of other villages' shinobi in wars by hiring them for war missions. They can hire squads or even ask for specific shinobi by paying a lot or something of equal value. This would improve Suna's economy. It would prosper more since Konoha is always at war with one village or another.'
The meeting soon ended as both Rasa and Minato shook their hands after the Peace treaty was signed.
