The temporary administrative center was a large room assembled from prefabricated panels and recycled metal, originally serving as a cargo bay module from some transport ship.
The interior furnishings were sparse: several tables, a few chairs, a data terminal, and a map of Haven alongside a handwritten supply manifest pinned to the wall.
Dr. Hanson and three colonial representatives—former colonial official Lawrence, elected artisan representative Mira, and defense force leader Harvis—were already waiting inside. The lighting was somewhat dim, and a small generator hummed continuously outside the room.
Osiris entered the room, and Dr. Hanson rose to greet him. She appeared even more exhausted than she had two days ago, yet her eyes carried an unmistakable sense of expectation.
"Consultant, please take a seat." Dr. Hanson gestured toward an empty chair. "These are Lawrence, Mira, and Harvis; they oversee daily administration, technical coordination, and security for the colony, respectively."
Osiris bowed his head slightly and sat down at the table.
Dispensing with pleasantries, he directly brought up his data slate and projected a holographic display onto the center of the table.
"Based on the data gathered during the past two days of on-site survey," Osiris spoke with his habitual composure, manipulating the slate as the holographic projection illuminated the tabletop, "the Far Star Alliance has drafted a preliminary assistance framework tailored to Haven's current reality.
The entire plan proceeds in phases, designed to first resolve immediate survival crises before laying the groundwork for establishing self-sufficiency."
The holographic images began to cycle, clearly displaying supply compositions, equipment deployment schematics, rough construction phases, and targeted milestones for each stage.
Dr. Hanson and the three representatives—Lawrence, Mira, and defense force leader Harvis—focused intently on the display.
Lawrence jotted notes rapidly on his slate; Mira's eyes closely tracked the technical details; Harvis concentrated on the layout points for the defensive structures.
"The first phase focuses on emergency response, addressing survival and security needs for the coming month," Osiris pointed to the stream of supply line items listed in the projection. "Within two days, we can deliver high-energy nutritional rations sufficient to sustain the current population for one month, a consignment of essential pharmaceuticals, modular water purification and housing unit components, as well as standardized, independent power cores."
The display shifted to a simplified map of the colony, highlighting several critical locations.
"Simultaneously, we plan to deploy automated surveillance sentry towers and low-yield shield generators around core perimeters, including the administrative center, medical station, and primary storage depots. The sentry towers feature motion-sensing and non-lethal deterrent capabilities, while the shields are sufficient to withstand light-arms fire or impacts from medium-sized fauna.
Additionally, we will dispatch two technical consultants specialized in eco-agriculture to assist in soil remediation and crop optimization, aiming to secure a stable output of local food as quickly as possible."
Harvis leaned forward, tapping his finger against the sentry tower markers on the map: "Can the monitoring ranges between these towers overlap seamlessly? Also, how do we solve the power draw for the shields? Our energy supply has been strained."
"Deployment points were selected based on topographical analysis," Osiris pulled up a simulated coverage overlay, showing pale red fan-shaped sectors overlapping each other. "The monitoring overlap is exceptionally high, leaving virtually no visual blind spots.
The shield generators feature independent power cores capable of running at full capacity for six months, after which they can be integrated into your future upgraded main power grid."
Mira immediately followed up: "Do the incoming agricultural consultants understand our specific soil and climatic conditions? Some of the generic solutions we tried earlier yielded poor results."
"They will arrive equipped with a complete local environmental database, adjusting their approach based on real-time data from your sector," Osiris explained. "Their primary task over the next ninety days is to help establish a stable supply of vegetable crops and initiate a small-scale pilot hydroponics system."
Lawrence looked up from his notepad, raising the most critical question: "So, Mr. Osiris, what is the cost of all this assistance? Dr. Hanson mentioned data sharing and scientific collaboration earlier—what does that entail specifically?"
Osiris switched the display to a brief protocol framework page.
"This is not a commercial transaction. Assistance will be rendered under the designation of a 'Humanitarian and Development Cooperation Project.' The Far Star Alliance does not require monetary payment." His gaze swept across the four individuals present. "We seek a voluntary, mutually beneficial agreement. Key terms include: Haven permits our side to establish a neutral research observation node within the colony to conduct non-invasive environmental and ecological data collection.
Regarding research involving local endemic biological or geological resources in non-sensitive domains, data shall be shared with us on a priority basis; should future research conducted here yield technical results with application potential, the Far Star Alliance requests priority negotiation rights for cooperative development.
All of this remains contingent upon not interfering with Haven's self-governance or neutral stance."
Dr. Hanson carefully reviewed the draft agreement before looking at the three representatives: "I believe these terms are fair. Data sharing is restricted to non-sensitive fields, and scientific cooperation is a two-way street. Most importantly, this gives us the means to survive and build a true home."
Lawrence, Mira, and Harvis discussed the matter in hushed tones for a few minutes. Finally, Lawrence spoke on their behalf: "We agree. Survival comes first. As long as the Far Star Alliance respects our autonomy, refrains from interfering in internal affairs, and refrains from deploying offensive weaponry, we welcome this assistance."
Osiris nodded: "All supply equipment and personnel are non-combatant in nature, dedicated strictly to defense and technical guidance. The Far Star Alliance has no intention of establishing a military presence or political influence here."
"So, how do we receive the first shipment of supplies?" Harvis asked.
"The transport vessel Seeker has arrived in the outer rim of the star system," Osiris pulled up an orbital diagram. "It will land twelve hours from now at a designated flat terrain twenty kilometers north of the colonial sector. The area has been scanned and confirmed safe. I suggest the defense force assist in maintaining order while organizing personnel for unloading and preliminary distribution."
"Understood." Harvis immediately began planning manpower.
Osiris turned to Dr. Hanson: "Additionally, I recommend immediately planning a re-layout of the residential and functional sectors to accommodate the incoming modular units. I will provide an efficiency optimization model shortly."
"Alright." A look of relief finally surfaced in Dr. Hanson's eyes. "Consultant, I don't know how to thank you... This isn't just supplies; this is hope."
"Technical support within the scope of our agreement," Osiris's reply was, as always, smooth and pragmatic. "Now, please provide the precise coordinates for the landing zone, and I will guide the transport ship through its final descent sequence. In the meantime, please prepare the receiving team."
