CHAPTER 0.05: REAPER ORGANIZATIONS & AGENCIES

When the first certified Reapers emerged thousands of years ago, humanity quickly realized that power over death could not belong to individuals alone.

Unchecked Reapers brought chaos — and chaos birthed order.

Thus began the Age of Organizations, when governments, corporations, and even criminal syndicates formed their own Reaper agencies to control and weaponize the art of death.

The Global Framework

There are three main categories of Reaper organizations, officially recognized by the Reaper Council, the shadow authority that governs all death-related activity across the world:

National Agencies – government-backed and regulated by law. They handle reaper crimes, spirit incursions, and political protection.

Private Corporations – independent reaper companies that take contracts ranging from exorcism and bodyguard work to assassination.

Underground Syndicates – illegal reaper factions operating in secrecy, trafficking spirit artifacts, or using reapers as weapons for hire.

Each country has a Central Registry, a database that records every certified Reaper and their affiliated organization. Defection or unregistered activity is punishable by death — unless the reaper is strong enough to disappear.

Hierarchy of Power

Despite the Council's attempt to balance order, most countries are still divided by Reaper dominance.

Nations ruled by powerful Level 1s are known as Reaper States, where even governments bow to their agency heads.

Each recognized agency falls under one of five broad jurisdictions:

Judicial Bureau – handles rogue reaper investigations, executions, and the enforcement of reaper laws.

Security Division – military-aligned units that guard high-value assets and borders.

Espionage & Intel – secretive organizations that collect spiritual data, artifacts, and soul-based technologies.

Civil Defense Corps – manage internal crimes, cult activities, and spirit possession within cities.

Independent Contractors – freelancers or small teams who take private missions from any bidder.

The Reaper Agency of Izanami City

This is where Daichi, Eiden's older brother, works.

Despite his strength, Daichi chose a modest life in the Civil Defense Corps — an underfunded, overworked organization that deals with reaper crimes and criminal syndicates within the city.

Their office sits in a decaying district of Izanami City, where the neon lights never go out and the smell of spirit ash lingers in the air. The agency has only ten Reapers on payroll — half of them Level 4s, three Level 2s and only one Level 1. Daichi is their lone Level 0.

The agency is led by Captain Renzou Kisaragi, a strict and pragmatic man with a sharp jawline and eyes that haven't known sleep in years.

The Underground Scene

Beneath the city's surface, organizations like the Black Lotus Syndicate and The Obsidian Veil dominate the illegal reaper trade.

They traffic in Soul Dust, the crystallized remains of fallen Reapers, capable of temporarily boosting Quirk power or extending life.

The Syndicate's influence stretches even into the Academy itself — bribing instructors, manipulating student rankings, and acquiring future Reapers before they're certified.

It's these hidden powers that make Daichi's agency so vital — and so expendable.
