The next day, on Monday of the Japanese Oaks race week, when Shuta An arrived at the Central Tracen Academy to clock in, he received insider information from his friend, Kitahara-san—
"The Central URA Association and various local URA Associations reached a consensus yesterday and decided to develop the dirt racing circuit starting next year."
"That fast?"
