Amanda started by bringing up the nation and the rules, attempting to take the high ground.
But Su Ming knew how Batman would respond; in such situations, you just need to maintain silence and stare into the opponent's eyes without speaking.
Someone as clever as Amanda Waller would naturally fill in the blanks.
The smarter one is, the more prone they are to overthinking, which is a human flaw.
Batman did not respond, only continuously approaching the two, and in the darkness, his terrifying gaze fell upon Amanda.

But this was a defensive action; she would not attack Batman.
Though she is one of the regulators of the Suicide Squad, she is also a friend of Green Arrow Hero and a member of Birds of Prey.
Those individuals are related to Batman. If she were to strike Batman, she would lose all her friends, a price too steep.
Su Ming knew all this, which is why he continued forward, speaking in a deep voice.

But on the surface, he couldn't act this way; if he laughed out loud, it would be a giveaway.
"You know what I'm talking about."
Silence fell between the two, the atmosphere gradually grew tense; Batman in the dark always instills fear.
"That item is now the property of the United States. Do you want to commit treason?" Amanda resorted to national duty.
But Su Ming was not really Batman; what did the United States mean to him?
"If you don't hand over that extremely dangerous weapon, then the United States will cease to exist."
Amanda's eyes lit up; so those Blue Gloves are truly powerful? Maybe a trump card against the super freaks?
Then handing them over simply wasn't an option.
"We have already sought approval from the White House, and as empowered by Congress, we have the responsibility and obligation to safeguard such weapons of mass destruction. You Justice League are not the only option." Amanda crossed her arms, lifted her head, and met Batman's gaze.
Batman seemed a bit greasy today; perhaps he came from the sewers?
But playing games requires adherence to rules; she had first obtained Congress's authorization, making the item Celestial Eye Association's possession.
Batman would play by the rules.
Seeing 'Batman' seemingly trapped in silence, Amanda felt she had won; Batman certainly had to play by human society's rules.
But this was just a false impression created by Su Ming. Even if it were the real Batman, he wouldn't play by the rules.
"...The gloves can remain with you, but Celestial Eye Association must make concessions elsewhere." Batman sighed, seemingly giving in.
