"In any case, the Police Department is very important to the Uchiha," Uchiha Fugaku said after some thought.

Uchiha Fugaku didn't understand why Shisui would have such an idea; standing against the interest of the entire clan wouldn't gain any support.

The Police Department holds great power, not just maintaining Konoha's public order.

The Police Department doesn't need concrete evidence to make arrests; as long as there's suspicion of criminal intent, they can detain anyone, whether ordinary people or ninjas. After clarifying the facts, they directly send offenders to prison, which also falls under the Police Department's jurisdiction.

However, those aren't the Police Department's greatest powers. Officially, the Police Department even has the power to establish regulations for Konoha.

Those who truly understand know this is a superficial privilege because the Hokage also has the power to deny any regulations set by the Police Department; the Hokage's power is the greatest.

In other words, a regulation not agreed upon by the Hokage will never come to fruition; the Police Department's power to set regulations is merely symbolic.

Of course, some small details don't affect the Police Department's status in Konoha, as no department's power can surpass the Hokage.

"But do other clans really allow an Uchiha with the Police Department to become Hokage?" Shisui posed a soul-searching question.

Uchiha already has a bad reputation in Konoha, and monopolizing a major department doesn't gain favor among the Ninja Clans or ordinary ninjas.

Though this was initially the decision of the Second Hokage, in the eyes of Konoha ninjas, the Second Hokage, who made significant contributions to Konoha, gave the Uchiha special treatment due to their role in the village's founding. The Uchiha should have some awareness rather than occupying the position without leaving.

Uchiha Fugaku was stunned; Shisui's argument seemed to have some merit, as excessively powerful forces naturally arouse fear.

"I believe that the Police Department needs reform; it shouldn't only be manned by Uchiha Clan ninjas, but should also incorporate other Konoha ninjas," Shisui laid out.

This is a crucial step that Shisui must take to alleviate Uchiha's internal conflicts.

"This matter is serious and must be considered carefully," Uchiha Fugaku said with a look of hesitation.

The position of Hokage is crucial for the Uchiha, but the Police Department is also vital, and while the position of Hokage is distant, the Police Department is a tangible benefit.

If reforming the Police Department would definitely produce an Uchiha Hokage, Fugaku would immediately convene a high-level meeting.

But to sacrifice current benefits for an uncertain distant future— even if he agreed with Shisui, other elders would oppose.

Shisui sighed inwardly at the sight.

Uchiha Fugaku has the strength and isn't poor at handling affairs; it's just his indecisive nature makes it hard for him to make swift decisions.

"How is Itachi doing now?" Shisui shifted the topic.

He knew that no matter how much he talked with Uchiha Fugaku now, it would be difficult to prompt a decision from him. It would be better to achieve good results in the Youth Martial Arts Tournament, to show Uchiha Fugaku greater hope, making persuasion easier later.

"Next time, I should bring Obito along," Shisui thought to himself.

Unlike Shisui, Obito truly has a dream of becoming Hokage.

"He's alright, he doesn't fall while running anymore and sometimes asks about you, Shisui," Uchiha Fugaku replied with a smile.

"Uncle Fugaku, Itachi should be fine now, right? I'd like to go see him now," Shisui pondered before speaking.

The question of why Itachi would annihilate the Uchiha Clan remains a mystery, and guiding Itachi is an important task.

"Itachi hasn't reached the age for cultivation yet; he only has a segment of study time in the morning and is quite free for the rest of the time. Let's go together," Uchiha Fugaku explained.

Uchiha Fugaku was happy to see Shisui and Itachi become friends.

When Uchiha Fugaku brought Shisui home, Itachi was sitting on the veranda, gazing at the sky.

"Father, Brother Shisui," Uchiha Itachi greeted upon seeing Fugaku and Shisui return.

Uchiha Fugaku nodded in response and after instructing Uchiha Itachi, headed to the study, leaving space for the two to chat.

"Itachi, how have you been feeling lately?" Shisui asked with a smile as he sat next to Uchiha Itachi.

"The same as usual, nothing different," Uchiha Itachi answered honestly.

Currently, he spends his mornings reading and writing, afternoons daydreaming or chatting with Uchiha Mikoto, and evenings eating and taking a short walk before going to bed at eight.

"Brother Shisui, are you going to tell a story?" Uchiha Itachi asked with a slight expectation, looking at Shisui.

Rather than the monotony of his daily routine, the historical stories Shisui tells are certainly more interesting.

"I can, but this time, I won't talk about history. I'll tell you about my teacher, Habu Mokgetsu," Shisui contemplated before speaking.

He wants Uchiha Itachi to follow the example of Mokgetsu, to learn from him and become a bright, warm, and righteous ninja.

Uchiha Itachi showed a curious expression and nodded, as stories about Shisui and his teacher meant many of Shisui's experiences.

"The first time I met Teacher Mokgetsu was on the first day at the Ninja Academy. Instead of formally lecturing us, Teacher Mokgetsu shared with us the creation of Konoha and the Will of Fire..." Shisui recounted Mokgetsu's teaching to Uchiha Itachi, a nostalgic expression flitting across his face.
