"All residents of Skypiea, hear me! I am Soi Fon, Captain of the 2nd Division of the Gotei 13, under Lord Soul King!"
In that instant, every person on Skypiea froze in shock.
They looked around instinctively, searching for the source of the voice—but there was no one there.
Yet the voice continued to echo clearly in their minds.
"The false god Enel has been defeated, and his four priests have turned to the light.
By order of Lord Soul King, I hereby announce this to all."
"All factions are to immediately send representatives to the temple for a council meeting.
Lord Soul King will personally resolve all territorial disputes."
"Those who refuse to attend will be deemed to have forfeited their rights and must unconditionally obey all arrangements. Do not bring ruin upon yourselves."
As her Kido net dissolved, the transmission came to an end.
The four priests stood there, completely stunned.
To speak directly to every person on Skypiea at once—if that wasn't divine power, then what was?
Oguro nodded approvingly.
"Well done, Soi Fon."
He had almost forgotten that Bakudo #77: Tenteikūra could also be used as a mass communication spell.
Only someone with her level of spiritual pressure could transmit a message across the entire island.
A tremor of chaos swept through Skypiea.
Gan Fall's expression turned grave as he addressed the former members of the God's Army.
"You all heard that woman's voice. What should we do?"
One of them spoke up.
"From the sound of it, Enel must've really been defeated. With his arrogance, he'd never let anyone else speak like that if he were still alive."
"Exactly. I think we need to meet this so-called Soul King—at least to understand how he intends to rule Skypiea."
Similar discussions erupted within the Shandia tribe.
Wyper sneered.
"So Enel's finally been dragged down from his throne, huh? This new 'god' calls himself Soul King? Big talk. Says he'll solve all territorial disputes?"
"What, is he planning to hand Upper Yard back to us?"
The Shandia chief spoke solemnly.
"It doesn't matter whether he returns it or not—we must attend this meeting. You all heard the warning. If we don't go, we lose our claim to the land altogether.
No matter how slim the hope, we can't give it up."
Wyper's eyes burned with determination.
"Then I'll go. No matter what this Soul King intends, Shandia's land will be ours again."
The island was in an uproar, but in the end, every faction chose to send their representatives.
Anyone capable of defeating Enel was clearly not someone they could afford to defy.
Before long, representatives from all sides gathered before the temple.
The soldiers of Enel's Divine Army had already been awakened by the four priests.
Upon realizing Oguro's power, they immediately pledged their loyalty and now stood obediently beneath his throne.
Gan Fall exchanged glances with the other old islanders.
To subdue Enel's own army so easily—this new god's strength was undeniable.
"Hm? Blue Sea people?"
Wyper, representing the Shandia, approached with his warriors, only to pause when he saw Oguro.
It had been decades since anyone from the Blue Sea had come to Skypiea.
The last one was none other than Gol D. Roger himself.
"Since everyone's here," Oguro said calmly from the divine seat above them, "let's not waste time."
"From this day forth, Skypiea is under my rule. Does anyone have an objection?"
Silence.
Neither Gan Fall nor Wyper dared to speak against him.
Courage in battle was not the same as blind stupidity.
They couldn't even defeat Enel—how could they possibly challenge the god who had defeated him?
Refuse to submit, and only death awaited.
At that moment, a familiar chime echoed in Oguro's mind.
> Ding! Congratulations, Host—by conquering a new territory through strength, you have earned 2,000 Achievement Points.
Ding! Congratulations, Host—Divine Kingdom has reached Level 3. Reward granted: Seireitei!
Seireitei!
Oguro's eyes lit up instantly.
That was the headquarters of the Gotei 13!
The system really knew how to please him.
Skypiea was the perfect base—installing Seireitei here couldn't be more fitting.
But he frowned slightly.
Skypiea wasn't that large… would there be enough space?
> "No need to worry, Host," the system explained.
"When Seireitei is established, it will automatically expand and adapt to the environment without occupying Skypiea's original space."
Perfect.
Oguro's satisfaction showed through a faint smile.
Before he could speak again, Wyper stepped forward impatiently.
"God of the Blue Sea, you said you'd resolve our territorial disputes. How do you intend to do that?"
Gan Fall and the others tensed immediately.
There wasn't much land with real soil on Skypiea.
Any extra for one side meant less for another—and neither side would ever back down.
That's why the war between the Shandia and Skypieans had raged for four hundred years.
Oguro gave him a cold look.
"First of all, you will address me as Soul King. From this moment onward, I am the ruler of Skypiea—not some 'god of the Blue Sea.'"
Wyper's body trembled under that commanding gaze, but he still raised his head defiantly.
"Our tribe's land was taken from us four hundred years ago! If we can't reclaim it, then even if you call yourself the ruler of Skypiea, we will never recognize you!"
"How dare you!"
Soi Fon's voice thundered, and her overwhelming Reiatsu surged like a tidal wave, crashing down on everyone present.
"The status and dignity of Lord Soul King are not for a mere mortal to question!"
Cold sweat drenched Wyper and his warriors.
They felt like ants before a dragon—one breath from her could erase them completely.
Even the Skypieans were shaken, though a few couldn't help smirking at Wyper's plight.
Serves you right for being so full of yourself.
Anger the Soul King, and you won't just lose your land—you'll lose the entire sky beneath your feet.
"Please, Lord Soul King, forgive us!"
A trembling female warrior with long black hair—Raki—stepped forward to plead.
"We have been exiled from our homeland for too long. His emotions got the better of him. We meant no disrespect!"
A brave soul indeed.
Even knowing she couldn't win, she still stood up to speak—just as she had once challenged Enel head-on.
Oguro met Soi Fon's gaze and gave her a small signal.
She immediately withdrew her Reiatsu.
As the crushing pressure vanished, Wyper and his warriors nearly collapsed to the floor.
This new god… and his subordinates… were terrifyingly powerful.
Having tasted that pressure once, Wyper now looked far more respectful.
"Then, Lord Soul King," he said cautiously, "how do you intend to resolve Shandia's territorial issue?"
Several Skypieans looked a bit disappointed—some had secretly hoped he'd punish Wyper on the spot.
But at his question, they all perked up again.
After all, no one wanted to lose even a scrap of land.
