Cobra's criticisms of the Warlord system were rejected.
"Hmph! Of course they won't admit it! Acknowledgment would damage their credibility with allied nations, and they can't accept that!"
Vivi smiled knowingly, seeing through their scheme.
In the original timeline, the World Government admitted it because Smoker was in Alabasta—they could credit him with defeating Crocodile while saving face.
Now, with no one to prop up their image, they couldn't possibly acknowledge it.
