One day, Kagami and Tadokoro received a mission requiring them to secretly escort supplies to a certain location. However, they were ambushed and surrounded by Worms on the road.
Just then, the back compartment of the truck opened. Kagami was stunned to discover that inside were not supplies, but Native Worms. At the time, Kagami did not yet know the difference between Worms and Native Worms and assumed he was protecting Worms.
Unable to accept this, he froze, ceasing to fight.
At that moment, the Native Worms being attacked by the Worms suddenly shouted at him, "Aren't you the son of a high-ranking official? Why won't you save us!"
The son of a high-ranking official? Hearing this, Kagami grew even more confused. His father was the Superintendent General of the Metropolitan Police—how was he related to ZECT?
As Kagami fell into confusion, the Native Worms were instantly obliterated by something, dissolving into green flames.
A group of figures walked toward them from a distance. The leader was a man with a cane and a hooded coat. Following him were women wearing veils, similar to Rena Mamiya.
"ZECT members, I hear you developed a trivial weapon called the Anti Mimic Bomb." Reiji Nogi spoke calmly to Kagami and the others.
Seeing this, Kagami no longer hesitated, knowing that these people meant harm. He immediately performed Cast Off and rushed forward.
Reiji Nogi smirked with disdain, instantly transforming into a purple Horseshoe Crab Worm. His speed was lightning-fast, and with just a few strikes, Gatack was sent flying back, sparks flying everywhere from his completely breached armor. His transformation was forcibly cancelled.
This was a difference in absolute power. Reiji Nogi's base form was incredibly powerful. He could use Clock Up even in his human state and wielded the bug-like ability of Time Freeze. Hyper Kabuto's first defeat was at the hands of Reiji Nogi. Theoretically, if not for plot necessity, if Nogi had used Time Freeze to remove Tendo's Hyper Zecter and then finished him off, he would have been invincible.
At this moment, Reiji Nogi made the common mistake of a tokusatsu villain: he could have easily finished off Kagami, but instead spared him, fighting only briefly before leaving.

He even revealed that Kagami's selection as Gatack had been predetermined back when the Kamen Rider project was first executed.
On the other side, Reiji Nogi, leading the Worm army, occupied an area. On the way, he encountered the Three Fools of Hell.
"Don't come causing trouble. This entire area has been occupied by us Worms," Reiji Nogi said calmly, sitting on a bench, addressing the three figures walking past him.
These three figures were So Yaguruma, Shun Kageyama, and Tsurugi Kamishiro.
Not long ago, Kageyama, after being abandoned by ZECT and experiencing true despair, was taken in by Yaguruma, becoming PunchHopper, one of the Hell Brothers. As for Tsurugi, after his confession to Yuzuki Misaki was rejected, he ran into Yaguruma and Kageyama while distraught. He fought them and had the sense kicked out of him. He temporarily joined the duo, completing the Three Fools of Hell trio.
"Did you just laugh at me?" Yaguruma turned and looked at Reiji Nogi with an expressionless face. Since descending to become one of the Hell Brothers, he had become somewhat of a comedic character.
Seeing his Aniki unhappy, Tsurugi immediately shot Reiji Nogi a bizarre look. He gritted his teeth and declared:
"GO! TO! HELL!"
Reiji Nogi looked mockingly at the strange trio, wasting no words. He immediately transformed into his Worm form, ready to deal with them all at once.
"Henshin!" The three fools shouted in unison upon seeing this, quickly completing their transformations.
Reiji Nogi displayed overwhelming power, effortlessly fighting the three simultaneously in a flurry of punches and kicks without falling behind. He eventually forced them to use their finishers—Rider Kick, Rider Punch, and Rider Slash—all at once.
However, Nogi easily neutralized the simultaneous attack with his Time Freeze ability. After freezing time, he unhurriedly walked away from the epicenter of the converging attacks. Then, with a wave of his hand, he released the Time Freeze.
BOOM!
The three concentrated Rider finishers hit the Three Fools of Hell themselves. The force of the blast instantly cancelled their transformations.
Except for Tsurugi, Kageyama and Yaguruma were sent flying into a nearby river.
"Damn it..."
"I... I will defeat all the Worms." Tsurugi Kamishiro struggled to stand up from the ground. He began to lose control, transforming into the Scorpion Worm right in front of Nogi.
"So that's how it is..." Reiji Nogi watched Tsurugi with interest. He hadn't realized Tsurugi was a Worm whose consciousness had been suppressed.

"No wonder." Tendo finally understood why Kagami had constantly tried to stop him from attacking a particular Worm before—it was Tsurugi Kamishiro. It seems he has been hiding this secret all along.
