After listening, Yuzuru said indifferently, "Tell the Third to decide the police forces as he sees fit. As for the lack of ninja, that can wait."

"And as for those who resist… kill all who refuse to yield."

The daimyō beside him trembled involuntarily.

Once he was gone, Yuzuru said to the daimyō beside him, "Bring me a map of the Land of Lightning."

To make a nation prosper, one must first build roads.

"Lose?" the Kazekage scoffed. "This time, the four great daimyō have spoken together, calling for an allied ninja army.

Even if Kumogakure is strong, do you think they can fight all four great villages at once?"

Seeing Chiyo still wanting to argue, the Kazekage slammed his hand on the desk.

"Enough! It's settled. We'll send three thousand shinobi. Let's take what we can while we can!"

Land of Earth — Iwagakure

Kitsuchi laid a scroll before Ōnoki and said solemnly, "Father, the daimyō has ordered us to join Konoha, Sunagakure, and Kirigakure in attacking Kumogakure. What do you think?"

Floating midair with his hands clasped behind him, Ōnoki gazed out the window.

"Kitsuchi, this time we'll send a token force of a thousand shinobi—just for show."

Kitsuchi was surprised. "Is that really wise? What if the daimyō punishes us afterward—"

"Hmph!" Ōnoki turned, fixing his son with a sharp glare.

"You have no idea how terrifying the Uchiha's Mangekyō Sharingan truly is."

"If Hashirama Senju hadn't stopped Madara Uchiha back then, the existence of daimyōs might not have lasted at all."

"Now another pair of Mangekyō eyes has appeared among the Uchiha. I'd rather not provoke them needlessly."

"Besides," he continued, "what Kumogakure achieved—we of Iwagakure can achieve too."

If the allied army actually won, that would be fine. But if they failed…

Then perhaps they could follow Yuzuru's example and deal with their own daimyō instead.

Kitsuchi stared in shock.

Could his father, who always seemed so steady and honest, actually be thinking of overthrowing the daimyō too?!

Compared to him, Kitsuchi suddenly felt naïve.

"Father, as expected of you—you're truly cunning."

"Cough, cough—" Ōnoki nearly spat blood.

"Cunning? This is called foresight! Kitsuchi, if you don't know how to use a word properly, don't use it at all. And another thing—when we're working, address me by title."

Kitsuchi nodded. "Understood, Title-sama."

"You—!!"

Crack!

"Ow, ow, ow—"

"What's wrong, Title-sama?"

"Stop calling me that! I just threw my back out!"
