After a hundred years of hiding, she slowly spread through the underground Shadow network, infecting the Federation bit by bit.
The Night Watchman organization, Novan, the cabinet puppets, and many others were all her pawns.

Logan saw how Novan was taken over by Shadow Beings, and how he slowly became a puppet of Shadow, from a normal Legend stage to a controlled servant.
