Special Soldiers are beings that look very much like Kamen Riders, even sharing many of their characteristics, but they are not actually Kamen Riders.

"Alright, you should tell me what kind of person Zack Stan is."
Eller skipped the topic and asked Tony about Zack Stan, a person who had not appeared in the MCU.

"You actually chose to be a companion to Tony Stark? Aren't you afraid he'll abandon you at some crucial moment for some ridiculous reason?!"

"You made a very foolish choice, Kamen Rider Geats! Abandon Tony Stark, stand by us, that's what you should do, that's the righteous choice!"
Killian spoke passionately, but Eller didn't hear a word, because he was busy admiring his new weapon—the knuckle blade transformed from the Zombie Destroyer.
After a good look, Eller finally raised his head and said disdainfully, "What gibberish are you spouting? I'm about to go on a rampage!"
