Two days later...
Eastern Europe in January was still very cold, and the higher elevations were still covered in white snow. Citizens had to wear down jackets to avoid catching a cold.
Amidst the snow-covered mountains, there was a fortress built before World War II. This fortress even had a railway connection to the outside world, used for receiving supplies.
Eller disguised himself as a skier and stood on a mountain far from the fortress, observing. He used binoculars to look around and indeed found many suspicious traces.
"Bunkers, watchtowers, anti-aircraft turrets, and probably a minefield nearby... This is truly an impregnable fortress," Eller mused.
After two days of investigation, Eller discovered that this was the most likely HYDRA stronghold in all of Sokovia. When he began his on-site inspection, he indeed found a military fortress.
There weren't many patrol Agents on the periphery, but they were well-trained. Even during the most monotonous guard duty, they would dutifully stand their ground.
Their weaponry was also excellent, better than many small countries' special operations forces.
"These armaments couldn't have come from S.H.I.E.L.D.'s armory, could they?" Eller thought, somewhat jokingly.
After all, modern HYDRA and S.H.I.E.L.D. are no longer separate, and even some of the HYDRA leaders were trained at the S.H.I.E.L.D. academy. It's not a big deal for a HYDRA branch to use S.H.I.E.L.D. weapons.
This mountain peak was not far from the valley where the HYDRA fortress was located. To avoid attracting HYDRA's attention, Eller still descended the mountain on skis like a normal skier.
But the Spider Smartphone set off a step ahead of Eller. Its mission was to control the fortress's internal computer system and quietly download relevant data.

Meanwhile, inside the HYDRA fortress, Baron Strucker, one of HYDRA's leaders, was observing the twins, who had completed their second enhancement, through surveillance.
Under surveillance, both twins were attempting to master their abilities.
The twins were experimental subjects Baron Strucker had found recently. They showed resentment towards Americans, and an even deeper hatred for a certain playboy in an Iron Man Suit.
Thus, these twins sought out Baron Strucker through a recruitment method he had spread, and like other experimental subjects, joined Baron Strucker's experiment.
Would such blatant actions attract S.H.I.E.L.D.'s attention? Excuse me, Baron Strucker graduated from the S.H.I.E.L.D. academy, and he even held a position at S.H.I.E.L.D. himself.
Simply put, a person like Baron Strucker could receive two pensions even after retirement.
Coupled with the cover provided by other HYDRA members, Baron Strucker was able to hide in this small country and research super-powered soldiers.
After countless failed cases, Baron Strucker finally achieved results: the twins.
The twins' names are Wanda Maximoff and Pietro Maximoff. They are siblings, with Pietro born twelve minutes before Wanda.
After undergoing the enhancement experiment, Pietro exhibited super speed, while Wanda gained telepathy and telekinesis.
Baron Strucker believed that with successful cases, he could replicate a continuous stream of super-powered soldiers.
"My Lord Baron, the twins' ability values are out," Dr. List handed a file report to Baron Strucker and explained,
"After the second enhancement, the twins' ability values increased by 30%."
Upon receiving the file, Strucker immediately began to read it. A smile appeared on his face when he saw the impressive increase in values.
"Keep it up, Dr. List."
"I will continue to work hard, My Lord," Dr. List replied, then voiced his concerns:
"But My Lord, I am worried that the energy fluctuations released by the female experimental subject during the second enhancement will attract unnecessary attention."
"Oh, that," Strucker said nonchalantly, "I've already taken care of it. S.H.I.E.L.D. won't send anyone to investigate, so you can rest assured and continue your research, Dr."
"I understand," Dr. List nodded, and his previously anxious mood was significantly eased.
"Gather those failures. I want to encourage them and make them continue to work for me."
With that, Strucker walked in another direction.
Soon after, Baron Strucker arrived at the fortress's Underground Room. It was extensively excavated by HYDRA, capable of accommodating hundreds of people standing simultaneously and storing a large quantity of weapons and equipment.
Standing neatly here were thirty Agents in black combat uniforms. They were expressionless, their eyes hollow, appearing to only obey orders unconditionally.
They were byproducts of the super-powered soldier program. They didn't possess the twins' special superpowers; their strength was only 60% of Captain America's. Strucker called them 'Enhanced Soldiers.'
While regular soldiers also underwent brainwashing, they lacked the Enhanced Soldiers' strength.
Facing the Enhanced Soldiers, who had long been brainwashed and were utterly loyal to HYDRA, Strucker delivered an impassioned speech.
"I am proud! You are a legion flowing with a thousand years of unyielding blood! This blood once flowed in the veins of our ancestors; they never yielded! Now, it surges within our bodies. Tell me, do you wish for it to cool?!"
Upon hearing Strucker's speech, a fervent emotion appeared in the soldiers' eyes. They raised their right arms 45 degrees, fingers together pointing forward, and shouted in unison:
"Our will shall never extinguish!!!"
"Very good! Now, shout our slogan!" Strucker said with great satisfaction.
"hail hydra!!"
"hail hydra!!"
"hail hydra!!"
"hail hydra!!"
"hail hydra!!"
The impassioned voices echoed continuously in the Underground Room, and the will of these Enhanced Soldiers burned like a bonfire.
At this moment, a HYDRA Agent responsible for communications came to Baron Strucker's side and whispered into his ear:
"My Lord Baron, our sentries have discovered a skier nearby who inadvertently entered the alert zone. What should we do? Shoot him or...?"
Upon hearing this, Baron Strucker smiled slightly and then said, "Isn't this an excellent experimental subject? I'll have the Enhanced Soldiers capture him and make him one of us."
Even if he merely stumbled in, he would be treated as an experimental subject, which shows HYDRA's usual conduct.
But what they didn't know was that this skier was no ordinary person...
