Impossible. In the Divine Beast World, due to certain special reasons, since the end of the Age of Giants, there have been no deities. During the Human Race era, becoming a deity was prohibited.
Currently, there isn't a single native deity in the entire world.
Furthermore, deities cultivate authority, not laws. Myriad Phenomena Law would be useless to them.
