Jack was practically vibrating with excitement. He'd watched his older brothers, King and Queen, receive their new duties, and he knew his turn was coming. He wouldn't be left behind.
Kaido's heavy gaze finally fell upon him. "Jack. From now on, you're the Minister of Military Affairs. The entire army of the Beasts Pirates is yours to command."
Jack's eyes shot wide open. This was it. Kaido trusted him with the most critical part of the crew, the part that crushed their enemies. He felt a surge of pride and power.
Kaido continued, his voice a low growl that filled the hall. "Your job is simple, but it's the most important one. You all saw what happened in our last fight; these grunts have gotten soft and decadent. While Queen's work on weapons is vital for the wars to come, the most crucial factor will always be people. Your first task is to train every last one of these fools into a qualified soldier. More than that, you need to constantly recruit new members to expand our forces. There's no limit—get as many as you can find. But I have one rule: I only want elites. No trash. Do you understand?"
A wide, fierce grin spread across Jack's face. "Don't worry, Kaido! You can leave it all to me!"
"Hmph," Kaido grunted, a sound of approval.
With that, only one All-Star remained: the newcomer, Eneru. Every eye in the room turned to him, curious and appraising.
"I'm sure some of you are curious about our new companion," Kaido announced, gesturing to the man with the distinctively long earlobes. "This is Eneru. I found him during my trip to Paradise. From this day forward, he's the fourth All-Star of the Beasts Pirates: Eneru, the 'Lightning Disaster'. He will also serve as our Minister of Internal Affairs, and his main responsibility will be managing all intelligence within the borders of Wano Country."
Kaido's next words explained the sudden appointment. "I've decided to open the borders of Wano."
A wave of shock rippled through the assembled officers. "Open the country!?" someone exclaimed.
"That's right," Kaido confirmed, his expression unyielding. "Partly to make it easier for Doflamingo to take over the Quarry and the Weapons Factory, but also to allow more outsiders into Wano. We may have conquered this country, but years of isolation have made its people foolish and stubborn. It won't be easy to make them accept our rule sincerely. We need to rely on the strength of outsiders to solidify our control."
His commanders immediately grasped the strategy. Bringing in new blood would dilute the rebellious spirit of the samurai and the locals.
"But if we do that, it's inevitable that spies and other trash will try to sneak in," King pointed out.
"Exactly," Kaido said with a smirk. "And that is where Eneru's ability comes in. It's perfect for dealing with vermin like that."
Seeing the lingering curiosity on their faces, Kaido elaborated. "Eneru is a Logia-type Devil Fruit user. He ate the Rumble-Rumble Fruit!"
The surprise in the room was palpable. A Logia user was a rare and powerful asset. While he wasn't a Zoan-type, which the crew favored, the raw power of a Logia fruit was more than enough to justify a high-ranking position. At a minimum, he was worthy of the Flying Six, and a spot as an All-Star wasn't out of the question.
"There's more," Kaido added, silencing any remaining doubts. "His Observation Haki is also extremely powerful. If he needs to, he can expand his senses to cover the entire country of Wano, listening to everything everyone says."
A dead silence fell over the hall. That was a truly monstrous, bug-like ability. Any member who was still unconvinced that this newcomer deserved to be an All-Star immediately discarded their skepticism. An ability like that was beyond valuable; it was absolute.
"That's why the position of Minister of Internal Affairs is perfect for him," Kaido concluded. "Eneru, for your subordinates, I'll give you those Oden-following samurai who surrendered last night. How about it?"
Eneru, who had been listening with a detached and arrogant air, finally spoke. "That's acceptable. However, I want to give my personal guard a new name: the God's Guard. How does that sound?"
A few of the officers sweat-dropped. It seemed Eneru was still quite attached to his old identity as a god.
Kaido simply shrugged. "As long as you like it."
After establishing the duties of his Four Disasters, Kaido turned his attention to the Flying Six. The first he addressed was Who's-Who.
"Who's-Who," Kaido said, looking at the masked man. "You were one of the few who actually performed well during the Onigashima incident. Because of that, you're now the Minister of Foreign Affairs. Your job is the opposite of Eneru's. I want you watching everything outside of Wano—the Marines, the World Government, every pirate crew on the Grand Line. You used to be with CP9, so I imagine this kind of work is very familiar to you."
A grin spread across Who's-Who's face from beneath his mask. "Ah, it couldn't be more suitable for me. Thank you, Kaido."
"You're the professional in this field, so I won't tell you how to do your job," Kaido said. "I only have one requirement: whenever anything significant happens on the sea, the Beasts Pirates must be the first to know. Also..."
Kaido pulled out a Den Den Mushi and tossed it to him, a cunning smile on his face. "During my trip to Paradise, I ran into two of your old juniors from CP9. We have them to thank for getting our hands on the Pluton blueprints. Their situation isn't looking too good right now. Contact them and bring them here."
"Understood," Who's-Who replied, catching the snail. "Leave it to me."
Next was Black Maria. She cared less for power and more for Kaido's personal attention, which she was now receiving.
Kaido's eyes softened just a fraction as he looked at her. "Maria, you also performed well. From now on, you're our Minister of Finance. I'm putting you in charge of all the Beasts Pirates' money. That includes the golden island I brought back and all our upcoming business dealings with Doflamingo. How does that sound to you?"
Black Maria gave him a charming curtsy. "As long as it's an arrangement made by you, Kaido, I'm more than satisfied." More than power, she truly desired his heart.
"Very good," Kaido nodded. "And listen. Do you know why I'm giving the Quarry and Weapons Factory business to Doflamingo? It might hurt some of you to hear this, but when it comes to making money, none of you come close to that man. So, Black Maria, while you're cooperating with him, I want you to pay close attention. Learn everything you can about his business acumen. Be ready to take over his entire operation at a moment's notice."
The eyes of everyone present lit up at the implication, and a few sinister chuckles echoed in the room.
"As for those two girls outside, Monet and Baby-5, they belong to Doflamingo," Kaido added. "They'll eventually serve as guards for our new generals. But for now, Maria, I'm handing them over to you. Help them get familiar with Wano. They will be very useful in my future plans."
"Understood, Kaido," she replied sweetly. "You can leave them to me."
That left only Sasaki, Ulti, and Page One. The three of them looked on anxiously, eager to hear what new roles Kaido had planned for them.
Kaido didn't make them wait, calling out their names one by one.
"Sasaki, Ulti, Page One," his voice boomed, addressing the last of the Flying Six. "You three will have another partner, Judge's daughter, a woman named Reiju. I plan to make the four of you the generals of New Onigashima..."
