Deidara figured Ōnoki was busy talking with Fūga and wouldn't care what he did. He slipped out of Iwagakure's assigned quarters and dropped into a narrow side alley, eyes flicking around.

In the corner, a white cat mask watched him.

Konoha Anbu… Deidara clicked his tongue and looked away. He wove through the alleys toward the main plaza and craned his neck up at the colossal arena.

His eyes slowly lit up.

This… is way better than the one back home.

The lines, the structure, the high dome, the sweep of the stands—every inch of it screamed for explosive art.

Then he remembered the Tsuchikage's warning before departure. Deidara grit his teeth, tore his gaze away, and headed inside.

He wandered through the inner passageways, eyes gliding over load-bearing pillars, beam joints, ventilation shafts.

Prime blast points lit up one after another in his mind.

That feeling of being watched returned.

He snapped his head around.

The white cat mask Anbu was now at the railing of the upper stands, looking down at him.

'Tch… annoying bastard, yeah… Just a tiny warning—should be fine, right?'

Deidara's hand slid into his pouch, fingers pinching a small wad of clay. Turning his back, he quickly shaped a spider and infused it with chakra.

The motion was concealed; his speed, razor sharp.

The tiny clay spider slipped from his palm, skittered silently across the floor, hugging the shadows as it crept toward the stands.

Deidara's lips curled upward.

Keep the blast small—just enough to embarrass the Anbu… The spider climbed the steps toward those motionless feet. Deidara counted down in his head—

Three.

Two.

"Please take a better look, honored guest."

The voice came from behind him.

Deidara froze.

He twisted around—the white-cat-masked Anbu stood one step behind him, red eyes with three spinning tomoe staring through the mask's holes.

"Kindly refrain from harming yourself."

The world shattered like glass.

Deidara blinked.

He was still in the alley beside Iwagakure's quarters, one foot just past the threshold. The white-cat-masked Anbu still stood quietly in the corner, watching him.

The plaza, the arena, the stands—everything from moments ago was gone.

Only a clay spider crouched on his own shoulder.

Cold sweat slid down his temple.

"Genjutsu… since when…?"

Itachi's voice was soft yet cut straight through:

"During the Five-Kage Summit, the Venue District is not fully open. Please register before leaving, honored guest."

Itachi now stood at the door of the meeting room, his Anbu mask already removed.

"The target has returned to the Iwagakure station and hasn't left again."

"Good work. Keep a close eye on them for now."

Ōnoki had brought a Bomber with him, and since he clearly didn't have full control over the man, Roshi had no choice but to assign someone to watch him.

The door shut again.

This wasn't inside the village but in a meeting room on the top floor of the competition venue.

With the four Kage present, someone had to oversee the Venue District's security, so Roshi had been stationed here for the time being.

Spread out across the table were the Five Kage Summit schedule, venue layouts, and security deployment maps. He ran his fingertips over the papers, checking each time slot and its connections.

The door opened once more.

Tsunade walked in without a word and went straight to the table, leaning over to look at the schedule. Her Hokage hat was set aside, long blonde hair spilling off her shoulders.

After scanning the documents for a while, she moved around the corner of the table and dropped into the chair next to Roshi.

"What is it?" Roshi asked.

"Do you have any money on you?"

The man set the documents in his hand down.

"I've got a few thousand ryo, but… what kind of opening is that? The Kage from other villages are being hosted, and as the Hokage, you want a handout too?"

"Stop nagging, it's a loan." Tsunade extended her hand. "Give me two thousand."

Roshi pulled his wallet and placed it on the table. The Senju Princess calmly took out the amount she wanted, then set one thousand ryo in front of herself and another thousand in front of Roshi.

Then, from who-knows-where, she produced a dice cup.

Tsunade wrapped both hands around it and began to shake, her expression solemn and almost devout.

"Odd or Even?"

"Odd." Roshi kept his eyes on the documents.

Tsunade lifted the lid, glanced inside, then wordlessly stuffed the money back into Roshi's wallet.

"I lost."

She stood up to leave.

"You owe me three thousand," a voice sounded behind her.

Tsunade stopped and turned back.

"You borrowed two thousand and lost one thousand, so that makes three thousand."

The Fifth Hokage frowned. "Wait… one thousand of that was your stake, that doesn't count as what I borrowed. And I only lost one thousand."

"No, you borrowed two thousand. You started a bet without my permission and used my money as a stake."

"...That still only adds up to two thousand!"

"That two thousand was my money. You lost the bet, so you owe me another thousand. Put together, that's three thousand ryo." The man still didn't look up.

Tsunade counted on her fingers—one thousand, two thousand… Then she strode back to the table, pulled out three thousand ryo from Roshi's wallet, and slapped it down.

"Account settled!"

The man finally raised his head. "Isn't this still my money?"

"Who cares?" The Senju Princess smiled. "My luck's always been terrible. But if I lose a bet, it at least means the outcome of this Five Kage Summit won't be too bad."

On the second day after Ōnoki's arrival, the Kage of the five great ninja villages took their seats in a newly built hall just outside the venue district.

In the circular conference chamber, five high-backed chairs were arranged in an arc.

Two accompanying ninja stood behind each Kage.

At this first meeting, there was no hint of killing intent in the air.

The Five Kage simply sat together and talked. Ōnoki mocked Chiyo for, after all these years, somehow ending up as Kazekage.

Chiyo shot back by ridiculing him for being so old and still refusing to step down as Tsuchikage, occasionally taking jabs at the Raikage and even dragging the Hokage into it.

It was that kind of "friendly" atmosphere.

Yagura was unusually quiet. Hands folded neatly on his knees, he watched the back-and-forth between the four Kage like a child watching adults argue.

He just watched.

When the attendants handed out documents, he took the reform proposal drafted by Konoha and flipped through it, the pages rustling under his fingers. After reading it, he passed the file back to Mei, who was standing behind him.

Mei skimmed through it quickly, then handed it over to Zabuza.

The Demon took the document, his gaze dropping to the pages. He read in silence for a long time—long enough for the small talk among the other four Kage to die out, and for the air in the conference hall to settle into a tense stillness.

He was still reading.

At that moment, Roshi rose to his feet and stepped into the open space at the center of the arc of seats.

"The current schedule cannot meet the needs of each village, nor can it maximize the commercial benefits of the Ninja World Joint Combat Exercise."

His voice carried clearly through the circular hall.

"At the same time, given the tournament's growing influence, it's necessary to make the Joint Combat Exercise of the Five Great Ninja Villages a regular, routine event."

The Demon's eyes lifted from the document he had yet to fully digest, turning toward Roshi in the center.

More sessions, village quotas... he hadn't sorted out which parts were advantageous or disadvantageous yet, but he didn't feel details like that warranted summoning all five Kage.

Ōnoki stared at Roshi in the center of the room for a long while.

"Iwagakure," he said at last, "agrees."
