Chapter 3 - Chapter 3: The Power of Emiya Shirou

"Now," Tobirama confirmed, "their surname is Uchiha. The Uchiha clan and the Senju clan have fought for generations." As if he had found a kindred spirit, Tobirama began to vent his deep-seated dissatisfaction. "My brother defeated the Uchiha and persuaded them to join Konoha, but among them, there are still evil people, just like their ancestor."

Senju Tobirama failed to notice one critical detail. The Hokage's aide was so engrossed in the stories Emiya Shirou was telling—stories he very much wanted to hear—that his trust in the resurrected sage was skyrocketing. It would never occur to him to doubt a man from a thousand years ago. All he knew was that from Shirou's words, he had found powerful, historical evidence to justify his desire to monitor the Uchiha clan.

"My brother," Tobirama's eyes darkened as he mentioned the man he loathed, "was injured by one of those naturally evil Uchiha. That man's name is Madara Uchiha." The disgust in his tone was palpable. "Back then, my brother invited him to end the chaotic era together, but that fiend betrayed my brother's trust. Leaving Konoha was one thing, but when he returned, he attempted to destroy the village and kill my brother, all to plunge the world back into the fires of war."

Fortunately, Madara Uchiha was finally dead. And his brother no longer had to be bound by that man.

Emiya Shirou sighed, a hint of regret in his voice. "It sounds like this Madara you speak of is as warlike as his ancestor. Back then, Asura wanted everyone to understand each other. But Indra wanted to dominate the ninja world. Though they were blood brothers, they fought for their different ideals, a conflict that continued until their deaths."

"Hmph!" Tobirama scoffed, his face grim as he harshly criticized the Uchiha. "This is the evil inherited in their bloodline! Just like the vile kekkei genkai they have passed down for generations—the Sharingan."

"The power of the Sharingan, ah," Shirou said, continuing his history lesson. "Back then, I discovered that the Sharingan's power would slowly make Indra more extreme."

"That's right," Tobirama agreed enthusiastically, finding common ground. "I have also studied the power of the Sharingan. This kekkei genkai is inevitably controlled by emotions." He leaned in, earnestly laying out his findings. "The evolution of the Sharingan is fueled by chakra born from extreme emotional states. This means the stronger an Uchiha is, the more likely they are to become extreme. And the more extreme they become, the stronger they are likely to grow."

It was an unsolvable cycle. If an Uchiha's emotions weren't guided correctly, if their life wasn't peaceful, they would eventually become a danger.

They must be monitored.

They must be strictly monitored.

They must be centrally and strictly monitored!

Tobirama secretly resolved to implement the plan he had already drafted. Konoha lacked the manpower to watch every Uchiha individually, so they would have to be gathered together for surveillance. For now, the Uchiha were still comrades. He would establish a new department, exclusively managed by them, and designate their residential area nearby. Then, the ANBU could secretly dispatch personnel to keep a close watch.

The security around Konoha Hospital was extremely tight. The battle between the First Hokage and Madara Uchiha had been so massive that its aftershocks permanently altered the landscape, carving a great valley into the earth. The fight could not be hidden from other ninja villages, and spies were now infiltrating Konoha, desperate for news on Senju Hashirama's condition. His well-being was directly tied to the fragile peace of the ninja world, forcing Konoha to lock down all information.

"Sasuke," Senju Tobirama suddenly called out.

The corner of Emiya Shirou's eye twitched. Wait a minute... that's not right, is it? How did a Sasuke suddenly appear? This era should be just a few years after Konoha's founding, right after the battle at the Valley of the End. How could there possibly be a Sasuke here?

"Lord Tobirama!" A young ninja strode forward to meet them, his gaze flickering from Tobirama to the stranger beside him with a hint of cautious confusion. "Lord Tobirama, this is..."

"This is Lord Emiya Shirou," Tobirama said, his voice deep with confidence. "Sasuke, everyone can rest assured. There's no need to worry about the village's situation. I used a forbidden jutsu to revive Lord Emiya and have requested his aid in treating my brother. You should have heard his name. My brother's injuries will no longer be a problem."

"The greatest medical ninja, Lord Emiya?" A flash of amazement crossed the young ninja's face as he stared at Shirou in disbelief. "I grew up hearing your name, my lord. I never imagined I would one day see you in person."

"This is our Jonin Leader, Sarutobi Sasuke," Tobirama introduced, then turned to give his orders. "Sasuke, you must keep Lord Emiya's revival strictly confidential."

Though Tobirama held immense power, he did not rule as a dictator. With Hashirama injured, the other clans in the village were restless and had a right to know the situation. If the worst happened, Konoha would surely face hostility. Tobirama had to unite the village to prevent the newly founded Konoha from collapsing.

The Sarutobi were a major clan, and the allied Ino-Shika-Cho clans had followed their lead since the Warring States period. Sarutobi Sasuke had been instrumental in calming the other clans. Introducing Emiya Shirou was a calculated move to reassure him, and by extension, the clans he represented. Placing him in charge of his brother's protection was a demonstration of trust—at least, trust in clans more reliable than the fiercely independent Hyuga and Uchiha.

"I will take Lord Emiya to the ward first," Tobirama said, patting Sasuke's shoulder. As they walked away, he praised the man to Shirou. "Sarutobi Sasuke has a resilient character and is the head of his clan. There are times when even I am not his equal. His son, Hiruzen, is also an outstanding student who has already mastered his clan's Summoning Technique at a young age."

As Tobirama spoke, his gaze subtly fell on Emiya Shirou, as if hoping he might share some stories about the Sarutobi clan's ancestors.

Shirou looked at him with some surprise. He wants me to talk about the Sarutobi's past? I don't know anything about their past, only their future. He met Tobirama's expectant gaze and shook his head gently. "In my time, the name Sarutobi did not yet exist. In that era, when Ninshu was first founded, only the Sage of Six Paths had a surname."

"Ninshu? Sage of Six Paths?" Tobirama stopped in his tracks, staring intently at Shirou. "Could it be, Lord Emiya, that you actually met the legendary god?"

"God?" Shirou feigned surprise. "The Senju clan... has no records of the Sage of Six Paths?"

Tobirama shook his head, then nodded. "To our era, he is a god of creation from mythology who quelled disasters with the Amenonuhoko, spread chakra, and founded the Ninshu of ancient times."

"That's about right," Shirou said noncommittally, before casually dropping another bombshell. "I thought the Senju clan would have records, because the Sage of Six Paths is the father of your ancestor, Asura, and the Uchiha's ancestor, Indra."

Tobirama's heart hammered in his chest. Such a secret! He had never heard of it! The progenitor of the Senju and Uzumaki clans was the Sage of Six Paths himself! It was a pity the news came too late. Of course, it would have been even better if the Sage wasn't also the ancestor of the Uchiha. They were already arrogant and unruly; if they learned of this, they would probably become insufferable.

"The Sage of Six Paths was a good person," Shirou continued, oblivious to Tobirama's worries. "When I first proposed the concept of medical ninjutsu, he was the first person to agree to donate his body after death for medical research and human experimentation."

Of course, Shirou conveniently left out the part where the "donation" wasn't exactly voluntary. His Ninja System had generated a mission to retrieve the Sage's body, and he had merely used an ally to complete it. Obtaining that body was what gave him the power to stand on his own in this world after his transmigration. It was a shame he hadn't managed to obtain eternal life from it, or he wouldn't have needed to cross death to get to this day.

A translucent screen, visible only to him, flickered in his vision.

On the surface, his strength was not weak. In reality, it was quite formidable. The ability to use any jutsu without hand seals alone was an unparalleled advantage, not to mention his ultimate kekkei genkai.

And yet, this reanimated state couldn't bring out his true power. It was a bit of a pity. He had been resurrected a little too early.

Emiya Shirou's gaze fell on Senju Tobirama walking ahead. This man was not an easy person to deceive. He was accustomed to wanting everything under his control. Shirou had noticed it the moment he was revived; Tobirama had prepared to control him, only giving up the idea when Shirou played the part of a kind and benevolent sage.

What a pity. If someone with a more reckless, evil nature had summoned him, he could have properly deceived them and used the Rinnegan he left in this world to achieve a true, living revival.
