Unlike Andy, Nico Robin rushed to the neighboring city of Sagamia overnight, and she went alone. She had refused Zelas's invitation to go with him, as she didn't trust him or anyone else. Shortly after she left, several serious-looking agents from the World Government's CP organization arrived in Iceberg Bay. They had been sent there after receiving news that Nico Robin was in the city.
"You're too late. She has joined a legal organization in this country, which is an ally of the World Government, so we may not have the right to arrest her," an intelligence officer reported to the newly arrived agents.
A bearded, middle-aged man frowned deeply. They had finally found an opportunity to capture Nico Robin when she wasn't under the protection of a legal organization, but they were still too late.
