For a moment, Manabu didn't understand what he meant by a "guaranteed bargaining chip that all four classes can't refuse." At the very least, it certainly wasn't about trading information. However, Kiyomizu was no riddler. He revealed the answer directly. "I plan to buy eight of the surveillance devices from among the four first-year classes from the school. To buy the surveillance rights for the four classes."
"Surveillance devices..." Manabu was slightly taken aback. He fell into a brief thought, and a few seconds later, a look of understanding flashed in his eyes. As the leader of Class A, he almost instantly grasped Kiyomizu's plan:
First, the school would deduct class points at the end of each month based on the surveillance records. The main deduction items included being late, skipping class, and using phones in violation of the rules. A closer look revealed that the vast majority of these infractions were recorded by the eight surveillance devices in each class. In theory, if a class's surveillance records were to "accidentally" go missing, that class could achieve a perfect score of 1,000 points in the first month.
Second, these surveillance devices would become an excellent source of intelligence. The four classes were competitors. Grasping their daily dynamics was equivalent to seizing the strategic initiative.
Third, assuming he successfully bought the surveillance rights, he could sell them back to the original class or auction them off to a higher-bidding competitor—to the highest bidder go the spoils.
Fourth, being constantly under surveillance was not a pleasant experience. After all, no one liked to be treated like a criminal. This invisible psychological pressure would gradually erode the mental state and learning efficiency of the students in the other classes.
From this, it was clear that once Kiyomizu successfully purchased the surveillance system, no matter how harsh his conditions were, the other classes would have no choice but to accept. "I noticed it on the second day of school," Kiyomizu shrugged casually. "...Heh," Manabu let out a soft laugh, the light glinting off his glasses. "I see. So that's your real purpose for coming to the student council—you want to use my influence to pressure the school?"
"After the deal is done, I will pay you an additional 30% of the profits as a cut," Kiyomizu casually threw out his final bargaining chip.
This hit Manabu right where he was vulnerable. As the student council president, his point reserves were indeed tight compared to Nagumo's. This extra income was undoubtedly an irresistible temptation.
"Good, very good. You've done an excellent job... almost perfectly at every step," Manabu looked at him deeply, his eyes filled with admiration. This first-year was meticulous, every word hitting its mark, throwing out one irresistible condition after another. Such astonishing drive, coupled with his outstanding intelligence, emotional intelligence, and strategic thinking—forget Class A, even if the school had an S-Class, this person would probably be at the top.
Thinking of this, Manabu couldn't help but think of his own sister. While others were aiming to make tens of millions of points through surveillance in the second week of school, his own sister was still stuck in place. She probably didn't even have 10,000 points. "Of course," Manabu leaned forward slightly, his voice dropping. "There is another possibility: the school will make an exception and agree to a short-term lease. However..." he held up a long finger, "...it won't exceed one week at most. This would be a final accommodation and also a warning in disguise. After that, a ban on surveillance-type equipment will inevitably follow."
Kiyomizu nodded thoughtfully. This judgment coincided with his own. "So..." Kiyomizu naturally looked at him, "this is where I need you to mediate, President. If we can secure a lease, the profits will far exceed the school's symbolic reward. After all, the points the other classes can offer will always be more generous than the school's."
"You're greedy, but I don't dislike your thinking," Manabu snorted, but he had to admit the other's courage and ideas. "I'll try to negotiate, but don't expect to get too much time—probably a one-month lease at most, with various troublesome additional clauses. That's the limit."
