Chapter 32: Resolution
Headquarters Castle, top floor.
The Revolutionary Army's top brass had gathered to analyze the current situation across the seas.
Thanks to Dragon's deliberate mentorship, Sabo, who hadn't yet reached the upper echelons, was also privileged to observe. As for Koala, she wasn't yet qualified to attend such meetings.
"The New World's Four Emperors have solidified their territories, forcing the Navy to retreat..."
"The excessive Heavenly Tribute has oppressed countless nations, leaving many suffering. Under these circumstances, our revolutionary ideals have gained widespread recognition, and many kingdoms have secretly made contact with us."
"The underworld's arms trade is monopolized by Joker, and our operations have encountered significant obstacles."
"..."
Dragon listened intently, occasionally commenting on certain issues but mostly remaining silent.
The Revolutionary Army had established a relatively comprehensive organizational structure. With these layers of command, he, as the leader, only needed to focus on the overall strategic direction and major decisions, without micromanaging every detail.
A long moment passed.
"Wait for the opportune moment. These seas will soon be thrown into chaos."
Finally, Dragon concluded and established the basic principles for the Revolutionary Army's future operations.
To overthrow a behemoth like the World Government, reckless action was tantamount to suicide—patience was paramount.
"Has the list of graduating reserve personnel been compiled?"
"Yes," responded Intelligence Officer Belo Betty. "Standard graduates like Nia, Sasse, and others can be assigned according to our usual allocation protocols."
Dragon nodded slightly. Nia and the others were relatively standard reserves—possessing decent strength, but nothing exceptional. They still needed to hone their skills and gain experience before becoming Revolutionary Army officers.
"As for Shanuo, Kuro, and Rhodes, they all possess Armament Haki and are formidable fighters. According to regulations, they can proceed directly to officer assessment. Their assignments have been tentatively determined."
After speaking, Belo Betty paused for a moment, then suddenly added, "Commander, I believe that given Rhodes' talent and age, it's not yet time for him to emerge onto the world stage. He should remain at headquarters and continue his training to ensure optimal development."
At this suggestion, Karasu and the other officers nodded in agreement.
They had all witnessed the recent exchange battle.
At his age, to possess such overwhelming strength—such potential could easily become one of the Revolutionary Army's future pillars, supporting the organization for decades to come!
It could even be said that although Rhodes held no official rank at this point—merely a reserve—in the eyes of Belo Betty, Karasu, and the others, he was more valuable than even some senior officers.
He represented the future!
In the Navy, even the most promising future admirals and fleet admirals were treated with utmost respect by the Five Elders!
And in the Revolutionary Army, which lacked peak-level powerhouses, such respect was even more crucial. For instance, as soon as Sabo had shown his extraordinary talent, he was immediately accepted as a personal disciple by Leader Dragon himself.
Upon hearing Belo Betty's suggestion, Dragon paused thoughtfully.
Rhodes and Sabo were fundamentally different.
Sabo had been personally mentored by him from childhood, and his character, judgment, and combat prowess were all exceptional.
Rhodes, however, had grown up on Baltigo and had never experienced the wider world. His immense strength at such a young age might have instilled a sense of invincibility in him.
Such overconfidence could easily lead to devastating setbacks and premature downfall in these seas teeming with hidden monsters.
Besides, seventeen was indeed quite young—Sabo had been eighteen when he first undertook solo missions.
But as one of the most powerful individuals on the seas, Dragon understood that training alone was insufficient to forge a true master.
After contemplating for a long while, Dragon suddenly shook his head and smiled. "Let him decide this matter for himself."
"To comprehend such powerful Thunder Sword Intent, his willpower must be extraordinarily strong, with his own convictions. How can we easily interfere with such an individual?"
His words made Karasu and the others pause, then show hints of embarrassment.
This was indeed their oversight—they were still treating Rhodes like a junior. Even someone like Belo Betty might have unconsciously viewed Rhodes as a child in need of protection.
"Furthermore, while training at headquarters can steadily improve one's strength, you'll always remain a fledgling under its shelter."
"Only by soaring through storms, experiencing life and death, can one become a true eagle, free and unfettered within the vast sky."
"The strong never fear battle!"
Dragon's tone carried restrained arrogance, his eyes radiating supreme confidence.
Since becoming leader of the Revolutionary Army, Dragon rarely took direct action, yet no one questioned his strength or insight!
Observing this scene from the sidelines, Sabo couldn't help but feel amazed.
So many high-ranking Revolutionary Army members gathered together, debating over a single young man—a privilege not even he had received.
"Looks like I need to intensify my training, or it'll be embarrassing to be surpassed," he muttered.
Despite his words, Sabo remained utterly confident. He firmly believed his talent and dedication were second to none! He would never allow himself to be overtaken by this rising star, Rhodes.
Training Hall
Hack approached Rhodes to explain the situation, his expression somewhat complex.
This was probably the fastest any reserve he'd ever taught had graduated. In less than six months, Rhodes had surpassed the entire younger generation, standing unrivaled.
"Of course I'm graduating," Rhodes replied without hesitation.
He had already learned everything necessary during his time in the reserves—there was no point in remaining here any longer.
The coming year would be turbulent for the seas, with countless talented individuals emerging to stir up chaos. If he stayed at headquarters, he'd likely miss out on everything.
He yearned for adventure and excitement, to battle the world's heroes and rise to the pinnacle.
Seeing Rhodes' unwavering determination, Hack knew his student's resolve was unshakeable. He sighed and said, "Since you're determined, I won't try to dissuade you."
"But remember that the outside world is vastly different from here. You'll face and resolve every crisis alone. Never act recklessly."
"No matter where you find yourself, remember that your own life is most precious."
"The one who survives to the end is the true victor."
His words carried unwavering sincerity, clearly treating Rhodes like his own son.
Rhodes nodded seriously, indicating his understanding.
Hack was a genuine mentor who never withheld knowledge. He had taught Rhodes wholeheartedly, providing comprehensive guidance in every aspect.
Sometimes, he would even consult other Revolutionary Army officers about Rhodes' training questions to ensure every problem was solved optimally.
Although he himself wasn't a swordsman, he had also procured relevant manuscripts from within the Revolutionary Army for Rhodes' reference. When practicing Haki, he even sparred personally with Rhodes.
In terms of instruction, he had achieved perfection.
Rhodes always repaid kindness and never forgot grudges—he kept all of this in his heart.
