Chapter 99 - Chapter 99: Kuzan: “Renn Hawk… What a change you’ve brought to the Navy!”

"Four Buster Calls?!"

Robin's first reaction was disbelief followed by a chill that sank deep into her bones.

That was impossible.

When she saw Rear Admiral Renn Hawk draw out a golden Den Den Mushi, she'd assumed it must belong to Admiral Akainu an authorization from the Navy's most hardline officer made sense for a rising star like him.

But then again, Admiral Aokiji had personally entrusted Hawk with the task of finding her. That explained one.

So… what about Admiral Kizaru?

Why would he grant such authority to Hawk as well?

And the fourth one whose was that?

Hawk ignored the growing stiffness in Robin's expression. Without a word, he reached into his coat and drew out another golden Den Den Mushi.

This one was larger than the last, carved with the Navy's insignia across its shell, its design old and solemn, radiating a quiet power.

"This," Hawk said evenly, "is a Fleet Admiral–class Buster Call."

"Its authority… is three times that of an Admiral's."

Then, as casually as if he were revealing cards from a deck, Hawk brought out the remaining two. Four golden Den Den Mushis now gleamed on his arm, reflecting the sunlight.

"Fleet Admiral Sengoku told me that if the situation ever becomes truly dire… I can press all of them."

He looked at Robin. "At once."

Robin froze.

She understood instantly.

A single Admiral-level Buster Call represented five massive warships and five elite Headquarters Vice Admirals.

A Fleet Admiral-level order three times that power.

One plus one plus one plus three… six Admiral-level Buster Calls.

That meant thirty warships and thirty Vice Admirals.

Enough force to wipe any nation from the map without a single Admiral setting foot on the battlefield.

And that wasn't counting the possibility that, to support Hawk, Headquarters might even dispatch an Admiral himself.

Robin's gaze changed.

The way she looked at the young, sharp-eyed Rear Admiral before her it was as though she was seeing something beyond human.

No wonder he spoke to her about history.

No wonder he talked about the Navy's future with such conviction.

Because this man this calm, almost impossibly composed man wasn't just an officer.

He was a walking embodiment of Naval power itself.

Renn Hawk waited quietly for her answer.

After a long silence, Robin laughed softly.

Maybe it was madness. Maybe it was hope. But for the first time in years, she wanted to believe.

No she chose to gamble.

She agreed not only because Aokiji had entrusted her to him… but because Hawk's vision offered something that neither O'Hara nor any of its scholars could ever refuse.

He offered a future.

To spread knowledge. To build schools. To let the light of truth shine again across the seas.

To ensure that no scholar would ever again have to die for the sake of knowledge.

For a woman who carried the will of O'Hara on her back, this wasn't just an offer it was purpose.

"I accept, Rear Admiral Hawk," Robin said solemnly.

Her voice, once distant and cautious, was now clear and resolute.

"The cultural education branch of the G-3 Division will be in good hands. I'll see to it personally."

Hawk nodded, unsurprised by her answer.

"Good."

Before either could say more, quick footsteps echoed behind them.

"Report!" The little marine sparrow Lieutenant Skylark ran up, saluting. "Encrypted message transmitted successfully through Navy channels. It's been delivered to King Cobra!"

"Understood." Hawk's tone sharpened. "Let's move. Next stop Rainbase."

Robin followed without hesitation, her steps steady beside his.

"Rear Admiral Hawk," she said, "I owe you an apology. I sent an emergency signal to Mr. 0 earlier."

Her voice hardened. "His true identity is Sir Crocodile the Warlord of the Sea."

"According to Baroque Works' emergency protocol, every commanding officer will regroup at Rainbase Headquarters."

Hawk smiled faintly. "Perfect. Saves us the trouble of tracking them down one by one."

He drew out a Den Den Mushi and contacted his fleet.

"All units, new orders."

"Target: Rainbase."

"Once we have them surrounded, eliminate Baroque Works completely."

One by one, responses came through the line: Sanji, Zoro, Smoker, Tashigi, and others all standing by.

As the call ended, Robin watched Hawk's side profile, noting the quiet focus that had already replaced their conversation.

This was no longer just the man she'd met hours ago. This was the Commander of the Navy's G-3 Branch already in full operational mode.

"Rear Admiral Hawk," she asked softly, "about the G-3 Naval Academy… the budget for its establishment how will you manage it?"

Hawk's gaze turned toward the distant horizon, where the G-3 Fleet lay anchored. His eyes gleamed like steel.

"Budget, huh…"

"If all goes well," he murmured, "budget won't be a problem at all."

Meanwhile, at G-3 Headquarters.

Five enormous warships, their hulls pitch-black and unmarked, slipped silently into the restricted waters.

The patrol fleet reacted instantly gun turrets rotating, cannons locking onto the intruders.

Tension filled the air.

Every soldier knew the rule no unidentified ships were permitted near G-3 waters. Any that appeared… were to be destroyed.

But just as the order to fire was about to be given 

A massive bird of ice burst from the lead black warship, spreading its crystalline wings in the sunlight.

It soared gracefully through the sky, scattering shimmering frost that refracted into rainbows before fading away.

That single sight made every warship halt its attack.

"It's Admiral Aokiji!"

The order spread like wildfire. The guns lowered.

On the main vessel, Vice Admiral Onigumo stood on deck, his coat emblazoned with the word "Justice" fluttering in the wind.

Expressionless, he adjusted his collar and snapped to attention.

Across the water, standing on the bow of the black ship, was Aokiji himself his dark hair tousled by the sea breeze.

Their eyes met across the waves.

The infamous hawkish Vice Admiral saluted.

And the pacifist Admiral Kuzan… returned it.

For a brief, silent moment, the gap between factions and ideals vanished.

Kuzan's eyes grew misty.

Renn Hawk… look at this, he thought.

Do you see what you've done? What kind of change you've brought to the Navy?

The black fleet docked quietly within G-3's inner port.

At the pier, a tall, broad-shouldered figure was already waiting.

Kuzan disembarked and bowed his head respectfully.

"Teacher Zephyr."

Zephyr nodded once. "Kuzan. How did it go?"

"All smooth. No one's noticed a thing. Skypiea has been secured as well."

Zephyr's eyes flashed with approval.

"Good," he said, his voice firm. "Then inform Sengoku."

The dawn of a new era for the Navy had begun.
