Chapter 3 - Chapter Three: The Emperor’s Network

On a quiet morning at a small harbor, Doflamingo stood staring at the horizon, sensing the distant ships and the drifting winds. The world was no longer just a place to walk; it had become a giant chessboard, with every person and every event a piece that could be moved. He knew that strength alone would not suffice to control such a vast world; he needed a network of information covering every corner of the seas and islands.

He immediately began executing his plan, gathering a carefully chosen group of operatives, each possessing a skill or knowledge he could utilize. Among them were a local merchant with vast connections, minor pirates capable of monitoring small harbors, and trusted spies who knew how to gather news without being detected.

Doflamingo sat in a small room inside an abandoned warehouse and spoke in a calm yet commanding voice:

"Every harbor, every ship, every small pirate crew… watch them, record every movement, and note every rumor that spreads. Information is money, and it is true power."

One of the spies, a young man trembling from fear, raised his voice: "Sir… what about the powerful ones? The Yonko and the Marines?"

Doflamingo smiled coldly: "We won't confront them directly… not yet. Patience and intelligence are the strongest weapons. But when the time comes… true power will reveal itself."

As he spoke, the news merchant, who would later become Morgan, entered with papers and reports, speaking quietly: "Sir… I've received news about suspicious movements from some pirates in the northern islands. They could be dangerous if we don't monitor them."

Doflamingo smiled: "Good… you understand the value of information, Morgan. I will invest in your talent within the network, and you will be our hidden eyes everywhere."

Morgan nodded, his eyes gleaming with gratitude, knowing that his life had once been on the brink of danger before Doflamingo saved him. Now, he had a chance to be part of something greater.

While they were discussing plans, a group of teenagers tried to steal goods from the harbor. For an ordinary person, it would have been a minor scuffle, but for Doflamingo, it was an opportunity to demonstrate his power and send a clear message.

In a split second, he extended his hands, and invisible strings emerged in the air, wrapping around the teenagers like golden ropes. At the same time, he unleashed Conqueror's Haki, and the teens froze in place, their minds trembling with awe and fear. No one was harmed, but the lesson was clear: this was not ordinary strength, but the will of the Emperor himself.

Doflamingo returned inside and began organizing the intelligence network more thoroughly. A local pirate, now part of the network, spoke up: "Sir, I think some islands could be weak points if we don't keep constant watch."

Doflamingo responded: "Correct, but with Morgan at the newspaper, we will know every movement before it happens. Nothing will escape our eyes."

Over the following weeks, the organization grew rapidly. Spies sent daily reports revealing secret trades, pirate movements, and marine conspiracies. Every member contributed ideas, making the network dynamic and realistic.

One night, a report arrived about pirates planning to attack a large cargo ship. Doflamingo sat beside one of the local pirates and asked: "Do you think they can carry out the plan?"

The pirate replied hesitantly: "Not without help… but we can deceive them, sir."

Doflamingo smiled as he conceived the solution: careful manipulation of the strings, using collected information, and sending secret instructions to the spies. Within hours, the pirates fell into a perfectly set trap, losing part of their loot, receiving a silent message: no one underestimates the Emperor.

Doflamingo also began developing new combat techniques, integrating his strings with Conqueror's Haki, making every attack more powerful and difficult to resist, even for the strongest opponents.

Standing on a hill overlooking the harbor, with the city lights glittering under the moonlight, he whispered a single word full of authority and resolve:

"My Empire."
