Chapter 5 - ask(not a chapter)

Ok I'm here for one thing how the fuck does lien works!? I looked it up and it logic make no sense what do you mean you used white green card transfer lien into there through scroll?! And how do you know how much money in there with out getting your own scroll out and checking that just seem inconvenient! Help me with these if you guys can
