World governments continue to strive for procedural correctness.
Oran wasn't originally royalty of a constituent nation. That kind of status would make things much easier.
Even if something unexpected happens, as long as the country can be rebuilt and the Heavenly Gold can be provided, it can legitimately regain its membership status with the consent of the world's nobles.
However, Oran's status requires going through procedures. If the proposal fails to pass after it is made, then these five old Dengs will lose face. The time before the meeting starts is the time to make arrangements.
"This matter is already settled, and the outcome cannot be unexpected."
"Your Majesty, you should understand what we mean."
The five elders each stated their purpose in a sentence, thus successfully conveying their message.
Even among the Celestial Dragons, these five were at the very top.
Whether it's a king or a commoner, they are all the same in their eyes, essentially no different. The only difference is what kind of value they can bring. Even someone like Cobra, who also has the blood of the Twenty Kings, will die if he violates the taboo.
The Knights of God within the Celestial Dragons already had the authority to manage and execute Celestial Dragons. It wasn't that they couldn't accept the death of a Celestial Dragon, but rather that they couldn't accept a Celestial Dragon dying at the hands of outsiders.
"Piltworth, King Oran, please."
As the Five Elders began manipulating the meeting as agreed, the red-robed bearded man brought Oran to a special room in Mary Geoise.
Two rows of heavily armored guards stood neatly in the empty room. These were elite guards selected by the World Government, who could hold their own against the rising stars of the Sabaody Archipelago. However, their current role was that of a ceremonial guard.
The red carpet leads directly to the stairs ahead, where hundreds of weapons of different shapes are stuck above the steps, the number of which corresponds exactly to the number of member states.
Above that are nineteen weapons, and in the middle of these weapons is a blank throne.
"This is the Void Throne. No one can sit on this seat. It symbolizes that all kings are equal and do not have the desire for dictatorship."
The twenty weapons guarding the throne represent the oath made by the twenty founders of the World Government. This place is the center of the world, and the fact that no one sits on it symbolizes peace.
Just as the Five Elders, the highest-ranking members of the Celestial Dragons, divide power into five parts, there is no single king in this world.
The red-robed, long-bearded man explained the reason for all this to Oran. In a sense, it was almost the same. The various member states were indeed equal, at least in the eyes of the Celestial Dragons, they were equal but inferior.
The reason the Five Elders divided power into five parts is because there is one person above them, the one who has the power to sit on the Void Throne – Im.
It is said that twenty weapons defend the throne, but if you count carefully, you will find that there are only nineteen weapons. Of the original twenty, Queen Lily of Alabasta refused to move the royal family to Mary Geoise, and therefore did not become a Celestial Dragon.
Whether the missing weapon belonged to Lily or to Im, who broke the agreement, remains unknown.
"Then, King Oran, please swear that you will abide by the oath that all kings are equal and that you will not harbor any desire for dictatorship."
This is the process the World Government uses for those who join. Such an oath cannot bind anyone, since the World Government itself has not abided by this oath.
Oran didn't make trouble for this matter and completed the step smoothly, inserting the new longsword below.
"I really want to wipe out all these guys inside."
In the social square, Kate sat in a corner, her fur even crackling with electricity. While the underworld folks had to line up and be called up, the Celestial Dragons could skip even that process.
"Uh, what did you say?"
"Oh, the cat is speaking the Mink Tribe's dialect. It means wishing the people living here peace, health, and an early ascension to paradise."
Brand felt he had heard something strange, but Kate's words left him speechless.
Fishman Island has a population of five million, while the Mink Tribe probably number less than twenty thousand. Most of them don't leave Zunesha's back, and there aren't many Mink Tribe members still alive and roaming freely in the outside world. Piltover only has Kate.
She said it was a dialect of the fur tribe, so it could only be a dialect; at most, she must have misheard it.
but
Are you sure "early ascension to paradise" is a good phrase?
"I guess so, but that's not important. Shouldn't you be showing off your mecha? Why are you here with me?"
"It's not interesting. These people are different from the young men back home. They're all too patient and can't show off."
The reason for leaving Versailles was that Versailles couldn't thrive—a rather simple reason—and not long after, Frankenstein joined them.
"How boring. Such a large social square doesn't even have a charging port."
Mary Geoise has electricity, but it wasn't used much outside, only for lighting.
As the center of the world, this place is never short of technology, but the Celestial Dragons never use it.
It's not that they look down on technology, but that the convenience it brings diminishes their sense of superiority. Only by oppressing slaves can these guys' vanity be greatly satisfied.
The moving walkways built on the Red Earth are an example. Although Satan's actual level is not very good, it is still easy for them to come up with some power sources.
However, those moving walkways still opted for human power, propelled by slaves below. They used this method to accentuate their own allure, and the seemingly beautiful and peaceful Mary Geoise was actually built on piles of bones.
"Forget it, Fran, it wouldn't be fun if we turned off the power here."
"I've got it under control; I won't overload the line."
These were all insignificant interludes. After Oran returned, the social activities continued for a full day, but after Oran finished the activities, there were noticeably more kings coming to talk to him.
During this period of time, they both received instructions from the World Government, knowing that by tomorrow, the other party would become a member state.
With the status of a member state, everything changes. Of course, those countries that were just there to join the discussion but didn't change their attitude.
They only noticed a few changes, after all, many people had become more enthusiastic about Oran.
The following day, around the enormous round table, fifty chairs were arranged in a circle, and the kings took their seats in order of their relationship with the kings, and the hall gradually became noisy.
Yesterday, the discussions in the social square were about private matters, and several kingdoms even established marriage alliances. Today, however, things are different.
"Ladies and gentlemen, I will be chairing this year's meeting. The first item on the agenda today is the matter of Piltover becoming a member state."
Here is the specific information; please take a close look. We will vote on it in fifteen minutes.
Even two people can disagree, let alone fifty people here. Most proposals can only proceed through a vote.
If the vote is tied, this matter will likely be shelved, and if we're unlucky, it might not be resolved until the next world conference.
"Alabasta agrees."
"The Drum Kingdom agrees."
"The Flower Kingdom agrees."
"Dresrosa agrees."
"The Kingdom of Shisano objects."
"The Kingdom of Samba abstains."
Before long, feedback began to emerge from the meeting hall. Countries that were geographically close to Oran all agreed, and Piltover becoming a member state was undoubtedly a good thing for them.
Firstly, having the status of a member state makes transactions between the two parties smoother and may even contribute to the security of their own country.
The World Government does not allow member states to wage war against each other. With this status, at least Oran can't suddenly decide to drive a giant mech to their doorstep one day.
What King Mibing distributed was not a ballot, but a brief introduction to Piltover. This led many kings who saw Oran's achievements to agree, believing that such a country should rightfully become a constituent republic.
Those who abstain simply do not want to participate in this matter and simply give up their right to vote.
The opposing votes were also the work of the world government. It would be extremely difficult for fifty people to reach a high degree of agreement, so some countries had to cast opposing votes to make the voting result appear more fair.
As for who will object, that will be done by drawing lots. The forms that are distributed will have similar markings to indicate who is responsible for objecting, so as to avoid the situation where the vote fails.
"37 votes in favor, 5 votes against, and 8 abstentions. With more than half the votes, congratulations King Oran! Your country is now a member of the World Government."
Outside the conference room, guards from various countries waited, and they could even hear the sounds coming from inside the walls.
Upon hearing that Piltover had been reinstated as a member state, Brand couldn't help but stand up abruptly.
After all these years, this country is finally going to officially rejoin the world.
Inside the meeting room, the cheerful atmosphere lasted only a short time. The kings had many things to discuss, enough to take seventy days to finish.
Because some things are hard to explain, such as the ownership of certain islands. Two countries both believe that an island belongs to them, but the World Government does not allow them to join in domestic conflicts. Their national strengths are about the same, so in the end, they can only bring it up here for criticism.
But even if this topic is debated for years, no conclusion will be reached.
The World Conference would last for seven days. On the first day, people thought that Oran was just a lucky king who had so easily obtained a seat as a member state.
But on the second day of the conference, they realized that things were not so simple. A world conference could not please all countries, and some people's interests would inevitably be harmed.
"Gentlemen, I am announcing a new decision by the World Government regarding changes to its authority to participate in World Conferences."
From this meeting onwards, King Oran of Piltover will have the right to participate in the World Conference, while King Sezi of Lulucia will lose that right.
"What did you say?!"
Upon hearing this, a man who looked and dressed like a vampire stood up. This was the King of Lulucia, whose decision had just been made, which seriously affected their country's status.
"King Sez, please calm down. Even without the right to participate in the meeting, your country is still a member state. This is the decision of the Five Elders; I am merely relaying it."
The Five Elders didn't even wait for the next meeting; instead, they dismissed one person outright.
The selection method was that Satan made labels for all the countries that voted against the vote yesterday and then drew lots; whichever country was drawn would be unlucky.
To Satan, being chosen first to vote against something and then being chosen by him was, in Satan's view, "an arrangement of fate."
Although he was very unwilling, King Saiqi could only feel helpless, as the surrounding countries did not look at him with any friendliness.
Adhering to the principle of "minding one's own business," and with no one's own interests harmed, no one stood up to speak up for Lulucia.
This even has another effect: the relationships between the kings were already quite familiar, and the sudden appearance of Oran, who took the old man's seat right away, could be used as an opportunity to sow discord between some of the kings and Oran.
While others become VIPs upon joining, Oran becomes an SVIP, enjoying more privileges. This could lead to Oran being isolated by some countries, ultimately forcing it to rely on the World Government to prevent it from becoming too arrogant.
Where did this guy come from, a person with connections?
This was the thought in the hearts of many kings, who had never had such privileges before. Some kingdoms that were more familiar with the Kingdom of Lulusia also began to feel resentful towards this suddenly appearing country.
However, this situation may not last long. After all, only interests are eternal between countries. Perhaps in the future, the Kingdom of Lulusia will forget about today's events and scramble to do business with Piltover.
But now, their relationship is not so friendly. The Kingdom of Lulucia could not resist the World Government's decision and left in anger.
The rights to participate in a meeting change every year, but these changes are usually determined before the meeting begins. It is quite rare for someone to be replaced halfway through a meeting.
On the first day, Oran was just someone who was voted on.
On the second day, Oran successfully secured a seat and listened to their discussion as an observer all day. On the third day, Oran expressed his own opinion.
"Gentlemen, I have a suggestion. Don't you all feel that the world conferences of recent years have been missing a country?"
"Is there?"
"I didn't notice, King Oran, what are you saying?"
These people didn't immediately understand what Oran was saying until Oran revealed the name of the country—the Dragon Palace Kingdom.
"Everyone, don't forget that the Ryugu Kingdom is also a member state of the World Government, but they have always lived in the deep sea."
In an environment ravaged by pirates, they were also one of the countries most severely affected.
Based on the principles of equality and mutual assistance within the alliance, don't you think we should do something?
