Gates generally are measured through their mana.The higher the intensity of the mana,the stronger the gate.They Were classified into the same rank system as the hunters did.S-rank being the highest and D-rank gates being the easiest.
All gates have a boss that is the same rank as the gate.An S rank gate will have an S rank monster as a boss.The regular monsters were always a Rank below the gate level,that's why the gate ranks stopped at D.So a C-rank gate will have a C-rank boss and D-rank monsters in most cases.
The orc Peter saw was red in colour,red colour orcs start from B-rank and above.Peter deduced that the Gate was an A-rank.
