The members of the "Navy Hunters" pirate crew were escorted down.
Their captain, Bellory, was shackled with seastone cuffs and dragged below.
These pirates would be imprisoned on different levels of the prison according to their strength and bounty.
At this time, Creed and Ain, under the escort of Impel Down guards, entered the prison.
Impel Down was shaped like a tower, with only the topmost level above the sea, the rest extending deep beneath the ocean.
They arrived at the temporary warden's office.
Magellan was a user of the Doku Doku no Mi (Venom-Venom Fruit), his body filled with lethal poison. Even he himself wasn't spared—any food he ate became poisonous, forcing him to spend most of his days in the toilet with diarrhea.
Even when not using his ability, the gas he exhaled was toxic; an ordinary person who inhaled it by accident would die.
Truly a poisonous man.
He had served as warden of Impel Down for many years. Even his office was filled with venomous flora and fauna.
His subordinate was Vice Warden Hannibal.
Impel Down prepared a new office for Creed.
"Hello, Warden Creed. I am Vice Warden Hannibal. My principle is that I wish for Magellan to mess up so I can become warden, and now my wish is to usurp your authority… ah, I said it out loud again! Warden, please don't cut off my head!" Hannibal quickly covered his mouth.
Creed was speechless—this guy really was the same as in the original story.
"Enough, go out first."
After Hannibal left, Creed picked up the prison's documents—files only wardens and above could access.
Impel Down was divided into seven layers.
The first was the sea-level entrance floor, the only part above water.
This level didn't house prisoners but contained the main gates and guard offices.
Every prisoner sent here had to undergo "interrogation" and "baptism"—the former literal torture, the latter erasing their tattoos.
Ordinary criminals had no right to enter Impel Down. Just this process alone could break them.
Below the sea-level floor lay the prison proper—five underground layers, each more terrifying than the last.
Level 1: Crimson Hell—lesser criminals with low bounties, forced to endure the pain of razor-sharp "sword trees."
Level 2: Beast Hell—home to terrifying beasts; prisoners lived in constant fear of being eaten.
Level 3: Starvation Hell—prisoners here had bounties over 50 million; food was scarce, and the floor was scorched by the heat of the level below, forcing them to endure both hunger and heat.
Level 4: Blazing Hell—the warden's office was located here, to suppress uprisings from Level 4 and below. Prisoners here had bounties over 100 million; many were rulers of the seas in their own right. The floor was like a cauldron of boiling blood and fire.
The cadres of the Navy Hunters crew defeated by Creed were all imprisoned here.
Level 5: Freezing Hell—prisoners here also had bounties over 100 million, including infamous pirates from the New World. Bellory, with his 500 million bounty, and his 380 million vice captain, were locked here.
Levels 1 to 5 were managed by Magellan.
Above the chief guards was the Chief Jailer, who oversaw all levels from the sea floor to Level 5.
Above them were the Vice Warden and Warden.
Creed flipped through the standard files. Then he opened another set of documents—only for wardens and vice wardens.
At the top of the page were bold characters:
Level 6… Infinite Hell!!
Ordinary guards only knew of five levels. They had no idea Level 6 even existed!
Only Impel Down's core staff knew this.
Only the Warden and Vice Warden had the authority to enter.
For the unqualified, even the aura inside could render them unconscious.
This was where the true monsters were locked away.
Legendary criminals, many from Roger's era.
Their crimes were so terrifying that their names were erased from history, their existence hidden by the World Government, never even reported in the newspapers.
Here were legendary enemies.
Any one of them released would plunge the seas into blood and chaos.
Many were fruit users. By right, they should have been executed.
But their fruits were too powerful—too dangerous. If killed, the Devil Fruits would reincarnate into the seas. No one could predict who would eat them next: Marine, pirate, or Revolutionary.
The World Government didn't dare risk such power falling into the wrong hands.
Creed opened the attached secret files.
They contained the names of the prisoners locked in Level 6, the Infinite Hell, along with terrifying descriptions of their abilities.
Creed sucked in a sharp breath—these were monsters beyond belief!
After a while, he set the files down and stood.
"Come, let's patrol Impel Down," he told Ain.
He hadn't truly seen this deep-sea prison yet.
And after that… he would head to Level 6.
