During that summit, Hashirama and his brother Tobirama laid the foundation for the current structure of the ninja world—distributing the Tailed Beasts and ending warfare, bringing peace to the warring states era once and for all.
As for why the other co-founder of Konoha didn't attend—well, everyone probably already understood. After all, it was the Five Kage Summit, not the Five Kage War.
Hiruzen Sarutobi was lost in thought, his mind drifting back to the past. Had so many years really passed since the last Five Kage Summit?

With all four great ninja villages' Kage having agreed, pressure fell upon Kiri. All eyes turned to Master Gen, who remained expressionless.
Master Gen calmly gestured to someone behind him and said, "Come out."
A man stepped forward—green hair, violet eyes, and a scar beneath his left eye resembling a stitched wound. His naturally youthful, boyish face made him look barely old enough to be there; his height and facial features made him appear almost childlike. Seeing Master Gen summon someone like this, the other four Kage all frowned.
Master Gen continued, "The Third Mizukage acted without authorization and led our village's ninja into battle, causing us immense losses. After a decision by the Elder Council of Kiri and approval from the Water Daimyo, he has been removed from his position as Mizukage. This one here is our new Fourth Mizukage—Yagura."
Yagura showed no fear or hesitation. He stepped forward and said, "Mist will join the summit as well."
Raikage A said impatiently, "Since everyone's here, let's begin."
"Wait. This time, let's keep this discussion among the five of us," Onoki said as he formed hand seals, casting the technique toward all present. "[Earth Release: Ultra Lightweight Rock Technique]"
The five Kage soared high into the air together, beginning the historic second Five Kage Summit—the first in decades.
Tobirama Senju didn't answer Anya's question right away. Instead, he asked, "Do you have any family left?"
Anya answered truthfully, "No, I'm an orphan."
Tobirama asked again, "How far can you still see clearly with your current eyesight?"
"Ten or more meters away, it starts getting blurry," Anya admitted without concealment. Hearing this, Sasori, who had been standing nearby, froze in shock. He looked visibly tense—he was learning for the first time that the Sharingan had side effects.
Anya estimated in his mind—that by the standards of his past world, his vision was probably about 400 to 500 degrees of myopia. In short, he was basically a nearsighted person. Fortunately, thanks to the Spirit Transformation Technique, his eyesight wasn't such a critical issue.
"You should try to use that Sharingan less often from now on."
Tobirama Senju shook his head and said, "Among all the Uchiha I know, only Madara Uchiha succeeded in eliminating the side effects of the Mangekyo Sharingan. You won't be able to do it."
Before Anya could speak, Sasori hastily said, "How do you know unless you try..."

Tobirama Senju spoke solemnly, "Do you realize the Sharingan is a pair of cursed eyes? The stronger the ocular power, the greater the backlash one receives, especially with the Mangekyo. Hiruzen Sarutobi ignored A's question, keeping his gaze fixed on the suddenly appeared Third Kazekage. Calmly, he responded, "I think we should first let the Third Kazekage explain where he went during this time. After all, your disappearance was the spark that ignited the Third Great Ninja War."
The other Kage were also curious, and even A fell silent, turning their attention to the Kazekage.
Sighing, the Kazekage spoke, "I was trapped in an ancient ruins and just got out not long ago. I never expected the ninja world to descend into such chaos."
Though the other Kage didn't believe him, they couldn't find any flaws in his explanation. Some ancient ruins might involve time-space anomalies, making it plausible that someone could be trapped inside for years.
Onoki asked, "Then have you seen the Fourth Kazekage, Rasa?"
"No," the Kazekage replied with a hint of sadness on his face. "When I arrived, this place was already a death zone. I didn't see a single living soul. I think he likely perished here."
"What about the Third Mizukage?" Onoki turned to the newly appointed Yagura.
"Kirigakure doesn't know his whereabouts. Otherwise, we would certainly hold him accountable."
Their words caused an awkward silence in the meeting. Without any leads, the cause of this death zone remained a mystery.
Onoki looked at Hiruzen and said, "I need the complete personnel list of Konoha's Mount Hakuto stronghold."
"They're all dead, too."
Sarutobi said solemnly, "Konoha holds memorials for fallen ninja, and all names are recorded on a monument. If you'd like to know, you can personally visit Konoha village to see."
A roared furiously, "It's your Konoha's doing! Otherwise, there's no way an entire army of twenty thousand could vanish without a trace, leaving not a single survivor!"
Sarutobi, unflinching, replied with quiet resolve, "Konoha had no survivors either."
Lightning armor flared up around A's body as he spoke with killing intent, "Your few men could never match..."
"Enough..." Kazekage stepped between them, cutting off their line of sight. He spoke gravely, "This barrier was just established and isn't stable yet. It can't withstand your battle."
Onoki and Yagura also joined in mediation, and the Five Kage Summit fell into an awkward silence once again.
