Koharu and Homura nodded in agreement.

"This prison riot scheme has been progressing perfectly," said Koharu coldly. "Let Danzo handle the meeting."

"…Alright," Hiruzen finally said after a long silence.

The Konoha Elders had already finalized their plan—

At tomorrow's meeting, they would seize control of the Police Department's prison, cut its funding, and install ANBU surveillance within it.

This would completely subdue the Uchiha clan.
