After some time he noticed that the class he is in only consists of civilian born students and the instructor don't have any high expectation on them, and there are other classes where the kids from various clans are admitted.
He also learnt what's the different between civilian born shinobi and shinobi from a clan. Main difference is chakra reserves, quality and preparation before the academy. Due to presence of many shinobi in previous generations of a clan, a clan born shinobi has a body that is more sturdy and suitable to channel chakra, which results in having them large chakra coils in compare to civilians which gives them relatively big chakra capacity and they also activates their chakra early so they also have advantage in having more chakra reserves .
After learning this he nearly gave up on his goal of becoming a strong shinobi but he learned about the Yondaime Hokage who is also civillian born and became hokage, granted he became with the help of his sensei Jiraya who is legendary shinobi himself, but he also a civillian shinobi.
He thought if Yondaime can do it then he would be also able to do it. So now he is doing some deep thinking and brainstorming to find a way through which he will be able to complete his goal.
It's been two years since Raijin decided to focus more on developing his physics, although it did not mean that he neglected his academic studies. In terms of both his physical energy and his mental energy he has improve tremendously. In these two years he came to realize how much difficult it is to increase the physical and mental energies. As it took two years of constant grinding in physical exercise and studies to increase both. If his previous physical and mental energy were about 1 pts each then now it would be about 10 pts each but his efforts paid of as it was finally time to activate his chakra so he feels satisfied.
The konoha ninja academy is a huge building in Konohagakure located directly at the base of the hokage rock. It is where the prospective shinobi are trained and on the top floor where the official shinobi receive their assignments.
Today there is excitement in the first year class of section b as it is finally time when the students will activate their chakra and take first steps to become shinobi. Among the excited students Raijin is also one of them and he is eagerly waiting to activate his chakra and to find if what he had read about the increase in physical and mental energy were true or not.
After some time Tadashi sensei who is their homeroom teacher came and began his instruction.
"Ok students quiet down. Today we will activate your chakra be patient." orders Tadashi. After seeing that the students focus on him attentively he continues "To activate your chakra you all must close your eyes and listen to my commands, now all of you must focus on your core which is located in between your heart and stomach."
Once Tadashi saw every one following his instruction he continues "Then you must visualize to two colors of water one red and one blue, imagine one as red for physical energy and blue for mental energy, surrounding a blank circular space that's the core in which chakra is formed and then try to force both of these liquid to mix with each other. Immediately stop at once when any one of those liquid from those two is empty."
"You have whole day to activate your chakra, don't worry if you can't immediately find your core or took long time to force both energy, consistency is the key here once you activate your chakra next time it will be easier process than first time but to instantly extract chakra everyone need regular practice for about minimum of two years (although the speed in which will extract chakra will determine your talent in shinobi arts)." Finished Tadashi while thinking.
As Raijin began concentrating along all the students the time flew away and he entered deep mediation and in what seem to be an instant but in reality several hours he feels that he finds both physical and energy and as soon as he found them due to his excitement he disrupt his meditation and the feeling disappeared. He opens his eyes with a crest fallen expression on his face. Upon seeing this Tadashi is disappointed that no one from his class was able to extract chakra that means there is no one that has extraordinarily talented.
Tadashi shook his head and assures the disappointed students "Don't worry you guys it's perfectly normal, even I had taken one week to begin extract chakra for first and once you extract it will be exponentially easier and you all have to practice regularly to become proficient in that you can extract in moment's notice." Finished Tadashi and exists the class room as the day was almost over.

RAIJIN'S HOME
Although Tadashi sensei said it's normal Raijin was disappointed with him and bemoans to himself "If only I haven't became excited, then I would have extract my chakra."
Then after pondering for a few moments he shook his and murmured "No matter, my goal is not to impress anyone but to become a powerful shinobi and come to think of it It's good to underperform, if my performance is too extraordinary I will be noticed by higher ups and will be forced to graduate early and it will give less time to becomes powerful in a relatively safer environment as I will have to go to mission which will involve life risks."
He continued "And I also learned an important lesson from today which is that even small amount of excitement or impatience will have dire consequences in shinobi life. So I must practice all the basics to the extreme, be it about chakra related, studies related or taijutsu related." decided Raijin.
With that he continued to meditate in hopes of successfully extract his chakra for first time. As previously he was able to sense both his physical and mental energy which help him to achieve that meditative state easily, after achieving that state he began attempts to merge both his energy together as he was attempting this first time both of these energy were very rigid, soon he was covered in sweat due to the difficulty but as he was about to take a break the red and blue energies began mixing with each other turning purple color.
One thing he notices is about the amount of the extracted chakra, he had thought that it would be additive that means if both values of energies are 10 units each then the extracted chakra would be 20 units but in reality the extracted chakra is multiplicative that is its value is 100 units.
After successfully extracting his chakra and activating his chakra circulatory system he breaks his meditative state calmly with a deep breath.
"Finally I have succeeded in activating my chakra." Smiles Raijin and said elatedly.
"Now it's time to sense how much chakra I have and test if my theory is true or not." Raijin decided and again closed his eyes and begin concentrating on his core which he can sense easily as it was already filled with chakra.
After sensing his chakra core he then further deepens his concentration to again sense both physical and mental energies and is astonished to notice that both the have been amplified about 10 times each. So shocking was the increase in energy that he inadvertently exists out of his concentration.
"Whoa, that means if before I had 1 units of both physical and mental energy then after two years of training specifically to increase them before activating chakra results in increasing them to about 10 units each and then when I activate my chakra for first time both energies has again increase 10 times each that mean I now have 100 units of both mental and physical energies." exclaimed an elated and surprised Raijin.
"That means now I can successfully extract 100*100 = 10000 units of chakra at maximum, although I don't know whether it's high amount or not for a normal shinobi but something tells me that for a non clan nine years old shinobi it's very high." ponders Raijin.
"Although I can extract 10000 units of chakra I can't use them all at once, because my chakra coils can only contain 1% of my total chakra reserves that are 100 units which tells me that the initial size of a shinobi's chakra coil is equal to his/her physical energy or mental energy at the size of the chakra activation, and that means I have only 1% chakra control over my chakra at least according to "BASICS OF BEING A SHINOBI" book." realises Raijin.

NEXT MORNING
"Chakra control" he learnt that the students will learn only one chakra control exercise and even that was in the final year of their tenure and all the years will be focused on the body and mind conditioning along with history and geo-political subjects which is necessary as one can get mission which will require help while performing mission to go outside the fire country and they would have to ensure that their conduct doesn't create a situation that could lead to war.
The courses will also focus on hand seal techniques. Contrary to popular belief only knowing hand seals sequences of a Justus and being able to do them quickly does not help one successfully perform the jutsu.
One has to practice making each hand seal while manipulating his chakra within his chakra circulatory system and releasing it from specific parts of the body and practice it so hard that it became muscle memory so when in a battle a shinobi only has a to perform a seal and the chakra responds automatically.
In academy students are to practice all twelve hand seal and when they will learn new jutsu later they will also have to learn to manipulate chakra while transitioning from one hand seal to different hand seal. That's why only E-ranked jutsu which are only considered as most basics of techniques are taught in academy and that's also the reason why most shinobi learns only similar type of Ninjutsu in their life time like for example a single element.
So he went to the academy library and found out that it has very limited information about any jutsu or chakra control exercise other than what the students learn during last year and it is something called leaf concentration exercise.
In leaf concentration exercise one must channel his chakra on his forehead and manipulate in such a way that it creates a small suction force and then place a leaf on it. The goal here is to hold the leaf there for a minimum of 5 minutes; it will help in concentration and also provides experience of moving one's chakra insides his/her chakra coils.
While researching about the exercise in detail Raijin finds that fore head is the easiest place in the body to channel chakra next difficult place his hands and hardest place is bottom of the feet. He also found out that it will also increase the size of his chakra coils and once his chakra coils increases the pressure of the chakra will reduces and that will increase his control over his chakra.
With that thought he decided to try it after returning to his home. He sits in a cross-legged position and makes a RAM hand seal and concentrates to mould chakra first. When he moulds the maximum amount of chakra he can mould he carefully began to direct it to towards his forehead.
After some time he opens his eyes "Damn I thought it will be easy to direct my chakra but it only moves a little before it disperses, no matter how much I forced it does not move much." said a frustrated Raijin.
"At this rate it will take ages before I can successfully perform it, I must find a way to make it easier." ponders and decided Raijin.
"I must further divide the exercise to small steps, the first step will be to practice moulding chakra instantly, next will be to move it towards my forehead, third step will be to manipulate that chakra on my forehead to create the suction force and final step will be to place the leaf." analyses Raijin.
