As soon as Jerry finished speaking, the assembled Marines exchanged meaningful glances before launching into heated discussions among themselves.

Some displayed obvious excitement at the possibilities, others appeared lost in deep contemplation, and their expressions and reactions varied dramatically across the spectrum of opinion.

Not all Marines were willing to accept Jerry's proposal about future governance, and many were even less comfortable with the idea of operating under his indirect oversight. They remained silent primarily because they were still intimidated by the ridiculous level of strength he had just demonstrated.

Although Jerry currently appeared seriously injured from his prolonged battle, the Marines still felt shaken when they recalled what they had witnessed during the epic confrontation.

It had to be acknowledged that Jerry's individual combat power now exceeded everyone else's by an enormous margin—he alone possessed enough strength to destroy any force or organization that opposed him.

Admiral Akainu, who had sustained even more serious injuries during their previous encounters, remained as defiant as ever. He had just regained consciousness and his expression shifted dramatically as he prepared to voice his objections, but after witnessing what happened next, he fell into stunned silence.

Jerry certainly understood that such a world-changing transformation couldn't be accomplished overnight—it would require extensive discussions among multiple parties and the careful formulation of entirely new rules and systems.

Therefore, without even waiting for the Marines' official response, he decided to accomplish something he had wanted to do for a very long time.

He raised his head toward the towering Red Line and spread his arms wide with dramatic intent.

"What's happening?!"

"No! It's seawater—look at that!"

The people present felt the ground beneath their feet suddenly begin shaking with tremendous violence, and screams of alarm rang out one after another across the training ground.

In the next second, an enormous bulge of water slowly emerged from the ocean beyond the distant harbor, as if some colossal monster was preparing to take action. The aquatic mass rose rapidly toward the sky with increasing momentum.

This unprecedented phenomenon caused widespread panic among the crews aboard the many ships anchored in the port, but they soon discovered that all the supernatural turbulence remained limited to the open ocean. The water surface within the protected harbor wasn't affected at all and remained perfectly calm.

Soon, a water dragon that covered the sky and reached the clouds materialized above the sea with a deafening sound of rushing liquid.

It was only then that the observers who had managed to calm themselves noticed that similar massive water dragons were appearing not just in G-1 Branch waters, but across the distant ocean as far as the eye could see. The colossal serpents roared silently above the waves at regular intervals, creating an awe-inspiring display of supernatural power.

As Jerry gestured forward with both hands, countless dragons flew toward the majestic Red Line without the slightest hesitation.

Thunderous noise shook the earth itself, accompanied by extraordinarily powerful vibrations. Everyone stared in absolute disbelief at the collapsing Red Line, feeling as though foreign objects were blocking their throats and making it impossible to breathe normally.

Wherever the water dragons struck, everything was reduced to microscopic dust.

The supposedly insurmountable and unreachable Red Line that had stood in the middle of the Grand Line since ancient times crumbled completely in an instant.

Under Jerry's careful manipulation, all the scattered soil and debris gathered together before sinking silently beneath the ocean's surface without causing even the smallest waves or tsunamis.

When the earth-shaking vibrations finally ceased and everything returned to supernatural calm, everyone looked around to discover that no trace of the Red Line remained visible anywhere.

Some observers even retrieved telescopes and could vaguely make out Marine Headquarters quietly emerging on the distant horizon—a view that had previously been completely blocked by an entire continental barrier.

At this moment, the entire gathering fell into stunned silence, everyone shocked speechless by Jerry's overwhelming display of power.

Even the legendary Tremor-Tremor Fruit, which was renowned for possessing the most destructive capabilities of any Devil Fruit, or the most devastating natural Logia abilities with their vast attack ranges, would be completely incapable of eliminating the already extremely solid and massive Red Line. "The shackles have been completely removed," Jerry's calm voice resonated throughout the area. He continued with a relaxed smile spreading across his features: "The Red Line has always blocked communication and development throughout this world. I believe everyone can agree that my handling of this situation was appropriate, right?"

"Don't worry—I didn't completely destroy the Red Line structure. I simply connected the first and second halves of the Grand Line while slightly adjusting the ocean currents so that all Four Seas can now interact freely. From this point forward, every sea in the world will be connected as one."

Even though he spoke with such righteous conviction, Jerry also harbored a hidden selfish motivation—he had never been able to locate the legendary "All Blue" that supposedly contained fish from all four major seas, so he had decided to create it himself through direct action.

"Gulp." Fleet Admiral Sengoku swallowed quietly and exchanged meaningful glances with Admiral Aokiji and many other Marine officers throughout the assembled crowd.

Then he stood up with visible effort and spoke in a grave voice: "Leviathan, what are your thoughts about the future management and direction of this world? You're correct in your assessment. We remain Marines and you remain pirates. Although we're gathered together here because of your actions, that doesn't mean we'll stop pursuing criminals from this day forward."

"Especially those evil individuals who have committed countless atrocities. Eliminating such threats is our fundamental duty and responsibility."

Hearing this declaration, Jerry looked directly into Sengoku's determined eyes for a long moment before nodding with approval: "I have no objections to that philosophy whatsoever. Pirates represent an uncontrolled population, and many of them do commit terrible acts against innocent people."

"However, now that I've obtained the greatest treasure of all, I'm confident that the number of pirates will decrease significantly—though the number of bandits and other criminals might increase to compensate..."

"Ahem, anyway, I have only one absolute requirement. No matter who assumes control of world governance and manages global affairs, you must completely eliminate all slave traders and their operations."

"As for everything else, simply act according to your best judgment. Fleet Admiral Sengoku... well, Fleet Admiral Aokiji, I have complete faith in your capabilities."

As soon as Jerry finished his statement, the Marine officers became visibly excited. Sengoku, Aokiji, and others exchanged glances and recognized the enthusiasm and eagerness reflected in each other's expressions.

At this point, Jerry continued with a more serious tone: "Of course, if there are any unsolvable problems within your Marine organization or the newly formed administrative departments—problems that are causing suffering throughout the world—I won't simply ignore the situation!"

Then he looked up toward the star-filled sky and sighed with philosophical weight: "Although I have no desire to rule directly, this is ultimately the kingdom I conquered through my own efforts..."

Witnessing this moment of grandiose self-reflection, Deuce and other members of the Black Star Pirates, who had been extremely excited moments before, couldn't help but simultaneously slap their foreheads in exasperation while saying in perfect unison: "His ego is acting up again!"

"Hey, hey!" Jerry grinned widely and turned around to shout toward all the pirates present: "Let's go! Time to head back and throw the greatest party in history! We'll drink from massive barrels and eat enormous portions of meat!"

"What?! Where's the meat?!" Upon hearing this magical word, Luffy—who had remained unconscious while being shaken frantically by Ace and Sabo—suddenly jumped to his feet. He spat out some residual seawater, looked around with shining eyes full of hope, and shouted with his characteristic enthusiasm completely restored.

The sight of the real Monkey D. Luffy returning to his normal, food-obsessed self brought smiles to everyone who had witnessed his supernatural possession. Whatever else the future might hold, at least one of the world's most important figures had been returned safely to his authentic personality.

As the various factions began making preparations to depart, Jerry looked out over the ocean that now connected every corner of the world. He had accomplished something that would reshape civilization itself—not through conquest or control, but by literally removing the barriers that had divided humanity for centuries.

The World Government was gone, the Celestial Dragons were history, and the seas themselves had been united into one infinite ocean of possibility.

For a man who had started this journey as a simple fisherman with a mysterious system, Jerry had certainly made the most of his second chance at life. Now it was time to discover what adventures awaited in a world where every sea was connected, every island was accessible, and freedom truly belonged to those brave enough to seize it.
