Nick Fury rubbed his bald head in frustration, he hated when things didn't go his way. He didn't agree with what Ross did but he didn't condemn it either.
With the things he had seen, Fury believed in the need for deterrents and the Hulk although a failed experiment was a step in the right direction towards creating Super soldiers. Hydra wasn't the only threat , and mutants weren't the only ones with powers above human understanding.
And progress can't be achieved without failure or risks but Abomination was a bigger failure than the Hulk.
Fury was doing what was necessary to contain the threat without letting the wider public panic.
But this livestream had stripped the government naked and presented them in front of everyone and with Ross's timely assistance things had gotten even more ugly.

Fury wasn't callous, just pragmatic and Harlem was a small price to pay in the grand scheme of things.
