"No," Jack confirmed. "It is not. Your new Council members will sign this, and they will feel the binding take hold the moment their signature is complete. They will understand in that moment exactly what they have committed to. The alternative to compliance is removal from power and whatever consequences that entails."
Jack continued without transition, moving to the next phase as if Maelor's question had merely been confirmatory.
