Eventually, when these two altered versions of the letter merged together, combined with the intelligence already in the Cloud's possession and Danzo Shimura's multiple spies embedded inside the Cloud forces to gain battlefield advantages, this complex web of factors intertwined in an unexpected way, producing an ironic outcome: Danzo Shimura himself got dragged in, unfairly shouldering the blame and finding it difficult to clear his name.

The final outcome was jaw-dropping. Rumors spread that it was Danzo Shimura who, seeking revenge for his blinding injury and severed arm, deliberately uncovered and leaked the Third Raikage's top-secret intelligence, ultimately resulting in the tragic death of the Third Raikage.

As for how Shiyu Uchiha could accurately predict that the Cloud would certainly retaliate against Danzo Shimura? The reason was simple: the newly-installed Fourth Raikage desperately needed a war to divert internal conflicts within Kumogakure.
