The city's morning was restless, the air thick with humidity and the buzz of rumor. News of the incident at the 14th Street shelter had spread faster than wildfire. By sunrise, every safehouse in the network was on edge. Elian woke to the sound of voices downstairs—urgent, anxious, and overlapping. He dressed quickly, the memory of the previous day's surge of power still tingling in his nerves.

Downstairs, the diner was packed. Mina and Rosa moved with practiced efficiency, serving coffee and breakfast to a crowd that seemed more interested in news than food. Jin and Marcus were at the door, turning away curious onlookers and calming frightened regulars. Kestrel and Yusuf manned the comms, fielding calls from network leaders and allies. Mira sat with Tyler, the young man from the shelter, who still looked pale and shaken but calmer than the night before.

Elian joined Kestrel and Yusuf at the counter. "What's the word?"

Kestrel kept her voice low. "Everyone's spooked. There were two more incidents—one in Harlem, one in the Lower East Side. Both times, someone lost control. No deaths, but a lot of damage."

Yusuf added, "The city's talking about 'the surge.' Some think it's a new drug, others blame mutants. But the pattern's too weird. It's like something's waking up."

Elian felt the Spine Mark itch, a subtle reminder of the power now simmering beneath his skin. He glanced at Tyler, who met his gaze with a look of haunted gratitude. "I don't know what happened to me," Tyler whispered. "But I felt you—like you pulled the storm out of me."

Elian nodded, searching for words. "You're not alone. Whatever this is, we'll figure it out."

After breakfast, the team met in the storeroom. The map was now dotted with red and yellow pins—trouble spots and potential outbreaks. Jin was the first to speak. "We can't be everywhere at once. If this keeps spreading, we'll be overwhelmed."

Marcus agreed. "We need to train the network. Teach them how to handle these incidents—containment, first aid, calming people down."

Mina added, "And we need to keep the city calm. If the wrong people get scared, we'll have more than just panicked kids on our hands."

Kestrel suggested, "We set up a hotline. Anyone who sees something strange calls us. We'll triage and send help where it's needed most."

Yusuf nodded. "I can automate the comms, set up a text alert system. But we'll need more volunteers."

Elian listened, feeling the pressure mount. The network was strong, but it wasn't built for this kind of crisis. "We start with what we have. Marcus, Jin, you take the first response team. Kestrel, you and Yusuf handle the hotline. Mira, Mina, Rosa—work with Tyler and anyone else who's affected. See if there's a pattern, anything we can use."

The plan set, the team moved out. Elian stayed behind, checking on Tyler. The young man's hands shook as he sipped tea. "I keep seeing flashes—like memories that aren't mine. People running, lights exploding. It's like the city's alive inside my head."

Elian sat beside him, the Mark pulsing faintly. "You're not crazy. Something's happening to all of us. But you're safe here."

Tyler nodded, relief and fear mingling in his eyes.

The day blurred into a series of urgent calls and tense meetings. The hotline lit up with reports—someone levitating in a subway car, a woman who burst into flames and vanished, a child who spoke in voices not her own. The network was stretched thin, but the team's training paid off. Incidents were contained, injuries treated, panic kept at bay.

Late in the afternoon, Jin and Marcus returned from Harlem, bruised but triumphant. "We stopped a riot," Jin reported. "Someone started throwing cars—literally. We calmed him down, got him to the safehouse. He's stable now, but whatever's happening, it's getting stronger."

Kestrel and Yusuf updated the map, the pattern becoming clear. "It's like a web," Yusuf explained. "The incidents are spreading out from the vault's location. The closer you are, the stronger the effect."

Mira joined them, her eyes distant. "It's not just random. The city's… changing. The energy is waking up old things. Memories, fears, hopes. It's like the city itself is dreaming."

Elian felt a chill. "And we're at the center."

As dusk fell, the team gathered for a quick meal. The conversation was subdued, everyone aware that the crisis was only beginning. Mina squeezed Elian's hand under the table. "We'll get through this. We always do."

He nodded, but his mind was already racing ahead. The surge was more than just a threat—it was a test. Of the network, of his powers, of the city's soul.
