Kakugan:
The Kakugan (the black eyes with red pupils from Tokyo Ghoul) are always "active," Kaneki's eyes will always be a different color, but the terror effect he has on people is something that can be controlled.
When I say that the Kakugan is active, I mean that this terror effect is active.
There is a visual change for the Kakugan to be active; the eyes develop small red markings, even extending out of the eyes and painting the skin. The image on the fanfic cover is a good example.

Kagune:
The protagonist possesses all types of Kagune, including Rinkaku (Back), Koukaku (Arm), Ukaku (Shoulder), and Bikaku (Tail), all of which are red in color.
The Rinkaku is similar to Ken Kaneki's Kagune, meaning it has four scaly tentacles.
The Koukaku comes in the form of a gauntlet, with a shield on top and a spearhead (a blade) at the end.

The Kagune can be discarded and programmed:
The energy cost to produce loose fragments like this is considerable, especially the programmed ones, which consume a lot.
Blood thirst also increases significantly after the process, making heavy use in battles almost unviable.
Tearing pieces off the Kagune is no different from cutting off a limb.
The torn Kagune can have some basic programming, such as wrapping itself around the nearest object, or none at all, simply remaining still as it was removed.
Each Kagune can have a different function when discarded:
Rinkaku (Tentacles) can become flexible and/or compact.
Koukaku (Arms) can become hard and dense like a wall.
Ukaku (Shoulders) can have its projectiles torn off for later use.
Bikaku (Tail) doesn't have a unique function of its own, but it's what allows the others to be programmable.
Items made from detachable Kagune can have "hosts", functioning based on specific stimuli or even touches on the Kagune's surface.
To replenish the items or any discarded piece, Kaneki needs to supply them with his blood; otherwise, they fragment into nothing.
