"So now that, that's over. I will set a few ground rules." Said Tomura.
Tomura then spent the next 3 hours explaining everything. He planned outreach programs for scared and afraid mutants around the world.
Schools to be built in cities controlled by Hellfire influence. And medical facilities for mutants.
He wanted to overhaul the entire system. Mutants have been at the mercy of humans for far too long.
It must change.
After he finished, Selene actually agreed. This made Emma and Tomura skeptical. She was far too cooperative, and this made her suspicious.
Later, Tomura killed Donald Pierce. He was human, so he mattered little. Emma absorbed all of his assets.
As for Azazel, Emma was currently rewriting his memory. She was replacing all of the memories he had with Shaw, and placing Tomura there.
It would take some time. It was noon, so they had all the time in the world.
Right now, Tomura was planning his next moves.
Selene is currently stronger than he is. Physically, he could overpower her, but she has too many abilities.
Life force absorption.
Telekinesis.
Matter Manipulation Via Life Force Transferal.
Inanimate Disintegration.
Force Field Creation.
Concussive Blast.
Fire Manipulation.
Telepathy.
Immortality.
Sorcery.
Etc.
The two abilities he had to really worry about, was her Life Force Absorption and Immortality.
She couldn't be killed in your traditional way. You either had to drain her life force, or eat her heart. But he had to be an External to be able to do that.
For the first option was his best bet. Who else had Life Force Absorption abilities?
-POV: Tomura Shigaraki-
All of the other externals are out of the question. I could take it from them, but I'd have to overpower them.
Candra would be easy. If I take her powers, I'd be an external. But i don't really want to be connected to those people.
There is this one underrated dude who tried to kill Deadpool once. What was his name?
Death Grip, that's his name. I'll have to look for him. There was also that mutant that Selene would recruit when she took over Genosha and named it Necrosha.
His name was Senyaka. He was from Sri Lanka. I'll also have to find him. He had full control over that ability, so he might be the better option.

-POV: Narrator-
Emma had finally finished rewriting Azazel's brain. She had to fabricate an entire history, which took some time. If she missed even a single detail, she's cause him brain damage.
Emma walked to the lounge and seen Tomura reading a book. Tomura tapped the seat next to him and she sat down.
He slid his shoes off and placed his head on her lap, and his feet on the couch.
Emma was surprised but went with it. She took her gloves off and started stroking his hair. It was surprisingly soft.
"I've come up with a plans that expand at least 30 years from now. Later we will visit Charles and Erik. I need something from them." Said Tomura.
"30 years? You've been busy while I was at work." Said Emma.
"Well yes, I can't have you do everything. A king and a queen is meant to rule together. If I let you do everything, I'd be a leech." Said Tomura as he continued with his book.
"What are we seeing Charles for?" Asked Emma.
"First I'm telling him the main plan. Think of it as a tree, the main plan is the trunk and the others are the branches. I just need leaves." Said Tomura.
"You're going there to recruit? Charles won't like that." Said Emma.
"It's fine, because after he hears my plan, he'll understand. Same with Erik, he needs to get out of his mutant supremacy mindset. I'll convince him to become the new black king." Said Tomura.
"Oh? That's new. But Erik will be hard to persuade. He's a stubborn old man after all." Said Emma with a chuckle.
"Rightfully so in my opinion. He's seen human evil since he was a child. I wouldn't expect anyone to change after the things he's seen. But I can harness that hatred into something healthy. Which is forming a nation." Said Tomura.
"A nation? For mutantkind?" Asked Emma.
"Yes, see there's an island off the coast of Africa, and just above Madagascar. Genosha. That will be our home. And then in the future, we'll leave this planet all together." Said Tomura.
Emma looked at him with a surprised expression. To have thought so far into the future, was something she didn't have the luxury to do.
What Tomura didn't tell her was that, the nation was an island ran by corrupt humans who use mutants as slaves. He didn't want her flying off the rails yet.
"Then I will stand next to you. But if you fail, I will turn my back on you." Said Emma.
Tomura stopped reading and looked up at her.
"I expect nothing less." Said Tomura.
They sat in silence as they confirmed their next moves. Tomura was thinking he needed unstoppable molecules for his clothes.
He's been meaning to meet with Reed Richards, the inventor of unstoppable molecules.
Surprisingly, he and his team had recently became super powered individuals. It happened at the beginning of the year. They were called "The Fantastic Four".
He'd meet them after his preparations are finished. Tomura stood up and started to walk away.
"I'll meet you at Magneto's compound. I have to locate a few people." Said Tomura as he walked out.
-Location: Thermosphere, Earth-
Tomura had flew into the Thermosphere. This was the highest altitude on earth that still had bits of oxygen.
There was a golded circle of energy under his feet, which kept him floating in the air.
This was his Original power, Repulsion Ring. Which generated immense repulsive force.
He looked down at earth and smiled. Then his eyes turned rainbow colored, and his hand glowed with yellow and purple energy.
[Search + Radio Wave= World Search]
Waves of radio wave frequency started channeling throughout the world. This quirk was used to scrambling communications, using waves to send out messages, etc.
But with the combination of search, he could make a radar type power. He could hear all the conversations being held through devices, and even conversations from devices that weren't in use.
He closed his eyes and let the radio waves travel throughout the world. First he located everyone on his hit list.
These were the people that would cause irreparable damage to mutatkind. And a few were just people he didn't like.
Like Sublime And Killgrave. He just wanted those two gone.
The rest were politicians who funded groups like the friends of humanity, Sapian league, Orchis, etc.
They need to go for him and his people to thrive. He has already written their names down, and he was going to let magneto handle them.
And he knew just how to convince him.
Destiny. Or Irene Adler, if you want to know her real name. She's Mystique's wife and also the mother of Nightcrawler.
It's a weird situation, Mystique basically transformed into Azazel at the genetic level, and they had sex, which brought Kurt into the world.
Anyway.
He finally got a ping on his main targets. Killgrave was in New York. Thankfully, he hasn't gotten to Jessica Jones yet.
She hasn't become Jewel, so it won't be for a while.
Sublime is in Los Angeles. He seems to just be partying, and living it up. Easy pickings.
Even a racist blot of bacteria needed to have fun every now and then.
His final target would cause him a bit of trouble, but he'd win. Cassandra Nova was in Norway.
And it seems she's far away from the public.
Perfect.
He stopped his ability. And thanks to search, he could always know where his targets are at all times.

He used his flight quirk and repulsion quirk in tandem to make himself flat at supersonic speeds.
-Location: Bermuda Triangle, Atlantic-
Tomura was in the air for about 5 hours. It took a while to locate everyone. Emma was already there, as she had Azazel teleport her there.
He landed on the man made island that was pulled from the ocean by magneto. This island was called Island M.
He landed at the huge entrance of the castle that housed all of the mutants under Magneto.
He opened the huge door and walked through.
Inside was someone waiting for him. Madelyne Pryor. She was the genetic clone of Jean Grey, who had recently came back a few months ago.
Tomura could see that she was still feeling the effects of Scott abandoning her.
"Ms. Pryor, it's a pleasure." Said Tomura as he took her hand and kissed it.
Madelyne didn't pay it any attention. But she tried to peak into Tomura's mind, but all she heard was static.
"That's a barrier I had one of my people place inside my head. It keeps telepaths out." Said Tomura.
Madelyne's eyes widened but she didn't say anything.
"I heard you had a son, where is he?" Asked Tomura.
Madelyne flinched at the thought of her son, Nathan.
"He was taken from me. And whoever took him, will pay the price." Said Madelyne.
"I'll help you, i think the man who took him is one my list of people to kill." Said Tomura.
"You know who took Nate from me?" Asked Madelyne with a surprised expression.
"It's most likely the man who made you. Sinister." Said Tomura.
Madelyne clenched her fist. Tomura could feel the waves of telekinetic force releasing off of her.
"Erik is expecting you. We'll talk later." Said Madelyne as she lead him to the main room.
Inside, Erik sat with his helmet on while speaking to Emma. A woman in green stood by his side.
'It seems like his daughter Lorna is here. But not Wanda and Pietro. I'm guessing this world will mix with comics, animation, and movies.' Thought Tomura.
"Emma has told me you became the new white king of the inner circle. And that you killed Shaw, why?" Asked Magento.
Tomura could feel a bit of anger from his voice. He smiled, walked past Emma, and sat next to her.
"Because he would get in the way of my plans. You also had 60 years to kill him, you were slacking, so I did it for you." Said Tomura.
Erik clenched his fist and the metal table started to creek. Tomura tapped the table, sending condensed radio waves throughout the table, canceling Erik's powers.
He amplified his radio waves with heavy payload in order to cancel out his magnetism. Radio waves usually couldn't interfere with Magnetic waves, but with the correct frequency, it could.
Radio waves faired better against Electromagnetic waves.
"Now let's calm down. Can you bring Destiny and Mystique here?" Asked Tomura.
"What do you need them for?" Asked Erik.
"It's for the future of our people. Because currently, you need to be put in check. If you keep attacking the humans, my plans won't matter. Now bring them here." Said Tomura with a bit more seriousness.
Erik looked at his daughter, and she nodded. Lorna however, didn't take her eyes off of Tomura.
She didn't like her father at times, but he was still her father. So the blatant disregard of his authority in his own home wasn't appreciated.
"Your daughter could kill with a stare if she looks long enough." Said Emma with a chuckle.
"Don't mind her, she's a bit on edge." Said Erik.
Tomura took out a piece of paper, and slid it across the table. Erik picked it up, and seen the names on the paper.
There were many.
"What's this for? Who are these people?" Asked Erik.
Obviously, there were names on there that he recognized. But alot of them alluded him.
"These are the names of people who will stop at nothing to eliminate our kind. I want destiny to look into the future, and see what the world would be like when we eliminate them." Said Tomura.
Erik looked at the paper once again, but this time he was angry. The names of the people who seek to eliminate mutants.
Unforgivable.
"I made a promise all those years ago to never let mutants die at the hands of humans. Never again will I sit and watch our brothers and sisters suffer, never again." Said Erik.
Tomura kept it cool on the outside, but on the inside, he was geeking out.
'He said the thing!' Thought Tomura.
The door opened to the room, and Lorna came inside with Mystique and Destiny. Those two were hand and hand.
Magento pulled two seats from the corner with his powers, and placed them next to him.
He then handed the list to Destiny.
She took the paper, but when she touched it, a vision started.
It was so vivid, that's she felt that she was there in the flesh.
Surrounding her was lush green forest, strange fauna and colorful animals.
She turned and looked to see a massive city that blended with technology and nature.
As she gazed upon the city, she felt eyes on her. She turned to the side and seen the man that summoned her to the meeting room.
But he looked a bit more mature. Not in appearance, he still looked young. But in aura and attitude.
He was wearing all white, which matched his hair. His eyes were blood red. He turned and they locked eyes.
He spoke but the words never reached her ears. She was blind, but in her visions, she could see perfectly.
Soon enough, she was back in the meeting room.
She kept replaying that last moment in her mind. And she finally realized what he said to her.
'Tell him, we succeeded.' Thought Destiny.
"Irene dear, are you alright?" Asked Raven.
"I'm fine Raven, I just had a vision. It was so clear that I felt I was there myself. It was of him." Said Destiny and she "looked" at Tomura.
"What happened?" Asked Emma.
"Your future self spoke to me. He felt me there. He told me to tell you that, we succeeded." Said Destiny.
Tomura smiled at her words. That means what he does plays out. His plans worked.
"If you don't mind, what was the location of this vision?" Asked Tomura.
"I'm not sure, but it was beautiful. It had beautiful plant and animal life, along with a city made of technology but fueled by nature. It was a perfect blend." Said Destiny.
Tomura smiled even more. That means he united them. The mutant race under one roof. Arakko and Krakoa, and if he succeeded, that means Genosha as well.
"Okay, thanks for the confirmation. Now let's got on to the real thing." Said Tomura.
"Erik, I want you to stop your attacks on the humans. Sorely focus on the names on that list. Do it quietly and quickly. We can't let the public know it's us. Also, I want you to be the new black king." Said Tomura.
Erik and the rest were shocked at his last request. They didn't expect to gain an offer like this.
"If you accept, you gain political power, along with the full might of the hellfire club. Once we unite, we can achieve what we all want. Mutant peace." Said Tomura.
"I'll accept on one condition. You will not order me or anyone in my circle. We are equals, are we clear?" Asked Erik.
"I wouldn't have it any other way. Now if some of your people want to come under me, you shall not stop them. Are we clear?" Asked Tomura.
Erik nodded, and the meeting ended. As Emma and Tomura were about to leave, Madelyne, Destiny, and Mystique all expressed their wishes on traveling with Tomura.
"Why?" Asked Tomura.
"Because I want Sinister's head. He has my son. And you're the best way towards me getting what I want." Said Madelyne.
"Because the future tells me that following you will place me and Raven in the best possible position. Plus you're about to see Charles, and so I want to see my son." Said Destiny.
"I'm just following my wife." Said Raven.
"Cool, we'll have Azazel take us. We're going to westchester. Charles and I need to talk." Said Tomura as he walked away with Emma in hand.
Azazel appeared and everyone grabbed onto him.
"Did you tell Charles we're coming?" Asked Tomura.
"Yes, he's expecting us." Said Emma.
"Good." Said Tomura, as they disappeared in a flash of red smoke and fire.

I did say he had a strict code, but I didn't show it in this chapter. It was there, but I feel like i didn't display it properly.
His code is simple.
He hates betrayal, but he knows how betrayal is started. Most of the time it's because someone isn't being treated properly. Other times it's due to greed, and sometimes, it was manipulation and they were forced to betray someone.
He said it to Emma herself. He hates control, so he'll never try to control her. She has the free will to do whatever she wants.
And Emma herself has told him if he fails, she will turn on him. And he's holding her to that.
A lot of fics have their Mc do things and they don't have repercussions. Like when Tomura was honest about wanting to have other women, she told him clean and cut. She's the priority, and the women he brings have to be superior or on her level.
Other than that, she doesn't care.
Tomura is also an understanding person. He knows that it's difficult for a woman to shard their significant other. So he will be cautious on how he interacts with other women. If they fall for him, they so be it.
Emma has to approve of her. And if you think he's a simp for that, then you just don't have respect for your partner. Because seeing other women is already disrespectful. But she allowed it, so she obviously gets a say in the matter.
Anyway.
Yall seen his plans, I'm sure if you've read X-men comics, you know the two main events that shaped mutant history.
The Genosha incident and Krakoa.
Tomura wants to prevent these from happening. So he made a list of everyone who had a hand in mutant discrimination.
They will be dealt with swiftly.
