Every Marine here, to even set foot in this battle, was at least of Ensign rank.

One or two such soldiers might pose little trouble to a man with a 300 million bounty like Monkey D. Luffy—

But when dozens, even hundreds attacked together, Rokushiki techniques flashing in all directions,

Even the "Super Rookie" Luffy could not move unscathed.

Turning down his captain's request.

"When this war's over, you can ride them all you want. But right now—

It's time for the Black Rhino and Brachio Tank to combine!!!"

Franky's grin widened, his perfect white teeth flashing.

"Combine?!"

At that word, Luffy's disappointment vanished, his eyes shining even brighter.

"That's right! It's the moment for the Steel Pirate to go wild—SUPER!!!"

Franky leapt high, striking his signature pose.

A second later, the No. 4 Black Rhino and No. 5 Brachio Tank slammed together.

A dazzling light flared—

—And the towering figure of General Franky stood revealed!

"Don't you dare lay a hand on my captain! From now on, your opponent is the Steel Pirate—General Franky!!!"

Franky's voice boomed as General Franky's eyes lit up.

"Special Weapon—Franken!!!"

The enormous blade swept in a wide arc,

Originally, the Pacifista were meant to be used in coordination with the encircling walls—

To completely cut off the pirates' retreat and annihilate Whitebeard's forces in the bay.

Even if Fire Fist Ace and Whitebeard himself escaped—

Luffy must not be allowed to leave Marineford alive.

What kind of order was this?!

The World Government had been preparing for this war for years.

"Now, pass down my order: at all costs, with every available force—kill Straw Hat Luffy!!!"

With that, Sengoku returned to the execution platform, casting a sidelong glance at Garp.

Garp still didn't know about this order.

If Luffy really were to die here today—

"These Kumas… they're the same as back at Sabaody…"

His mind flashed back to the incident just ten days earlier—

Before Admiral Kizaru appeared,

these same Kuma lookalikes had hunted them down mercilessly.

Even one had been enough to push the Straw Hats to the brink of defeat.

Now there was a whole army.

But after being imprisoned in Impel Down, they had lost contact for years.

Never had he imagined their reunion would be like this.

"What in the world is going on here?! Why are there so many Kumas?! Did he… copy my face as a special attack?!" Ivankov's jaw dropped.

"No, Ivankov," Jinbe said gravely,

"These aren't the Kuma you know—they're human weapons developed by the World Government: the Pacifista. I can't explain all the details now, but one thing's certain—they're the enemy!"

"Human weapons… Pacifista?" Ivankov repeated, stunned.

But the enemy's attack left no time for answers.

"Pacifista units—fire at will!!!"

At Sentoumaru's command,

every Pacifista raised its arms and opened its mouth—

palms and throats glowing with the deadly gold of charging lasers.

"Don't think you've got the monopoly on firepower! It's our turn now!"

The Steel Pirate, General Franky, rose to his full imposing height,

facing the entire Pacifista Corps head-on.
