When the Alliance Leader left this area and reached the outskirts, he saw two figures, each sitting on a raised mound of earth.

These two were two of the twelve apostles of Zuranon.

Besides the one who had died and Khajiit, there were still ten high disciples. Each of them had things they needed to do, more or less. Excluding those who were too far away or had other arrangements, the Alliance Leader had only summoned these two.
