There must be outside forces behind them."Serena's gaze darkened."Recent intelligence suggests the involvement of Old God cultists… and even Titan-worshippers."Ria's eyes widened."Old Gods and Titans? They hate each other to the death—how could they join forces?"Serena folded the papers with care."It defies reason. Yet if their shared aim is to topple Elysium… it is possible."

Lian tapped the table with one finger. Tok."Cultists of the Old Gods and the Titans… foes my father struck down. If they yet remain, this will be a troublesome war indeed."Lisa's hand rested on the hilt of her blade, her expression grim."Then the army must be readied. When Lian rose, his shadow stretched across the table.He spoke in a voice firm and unshaken."The Elysium Empire must enter a new age.We shall reform law and governance, and build a realm of fairness and justice.To that end, I will establish a judiciary and a legislative assembly."A hush fell.Eyes darted among the nobles; unease stirred like smoke.

Duke Parnos slowly stood, smoothing his sleeve."Your Majesty, I do not deny the need for reform.But will this not erode the traditional rights of the nobility?Elysium prospers already. If tradition crumbles, so will stability."At his side, Duke Marco folded his arms, nodding."Your Majesty, reconsider. Noble authority and tradition are the roots of the Empire."

Lian met their gaze without wavering."I do not deny the nobility's service.But if the citizens of the Empire are not equal before the law, there is no true justice.What I seek is not the reduction of power, but the fair division of responsibility."

He paused, searching their faces.Across the table, the air hung heavy, unmoving.

The Old God agent whispered,"If Lian completes his centralization, we too shall have no ground to stand upon.But if chaos can be sown—his reform will fail."

The Titan emissary, half-hidden by his hood, smiled faintly."The nobles harbor discontent. We shall fan that spark into flame.And the fire will consume the Empire."

Parnos glared at them."You two? Were you not once sworn enemies? Can you truly stand together?"The Old God's man replied curtly,"To bring down Elysium, we may clasp hands for a time."The Titan's envoy answered with a soft laugh."If Lian's Empire grows strong, we all are endangered. The time to act is now."

The Choice of the Nobles

The candle sputtered with a pop.By its glow, Parnos and Marco exchanged a silent look.

"Very well," Parnos said low."We shall breed chaos—and halt his reform."Marco's eyes narrowed."If we are to keep our tradition, we must endure even a foul alliance."

The candle flames swayed long across the stone,and new shadows of conspiracy fell upon the room
