Just as Zephyr had predicted.
After defeating three monster-level prisoners—Vasco Shot, The Corrupt King, and the Crescent Moon Hunter— at the same time, Rosen's Three Forms of Haki was fully displayed on the spot.
…
[Your comprehension is extraordinary. Through battles with Catarina Devon, Vasco Shot, and Avalo Pizarro, combined with Refining through the Haki Core, your Three Forms of Haki have been significantly enhanced.]
[Armament Haki strength increased by 121%]
[Observation Haki strength increased by 99%]
[Conqueror's Haki strength increased by 62%]
…
"Compared to yesterday's one-on-two, today's one-on-three has clearly brought a much greater increase in my Three Forms of Haki," Rosen looked at the data in his mind and thought to himself.
After a seven-day gap, his Armament Haki once again surged by over 100%.
Although not all three forms of Haki saw triple-digit increases—only Armament did—the boosts to Conqueror's and Observation Haki also reached over 50%, a far greater leap than the previous one-on-two battle.
This further validated that the current training plan in Infinite Hell—adding one more prisoner each day—was the right path.
At the very least, this plan could still continue to work for a while.
Rosen glanced sideways at the cells in Infinite Hell.
Because of his daily clock-ins at LV6, this level of Impel Down had now experienced the longest vacancy in its history, greatly alleviating the overcapacity issue of this floor.
Magellan probably wouldn't need to worry about a bed shortage in Infinite Hell for a long time.
"The number of prisoners left should still be enough."
"No need to revise the plan anymore."
Rosen pulled his gaze back from the cells.
He could now clearly feel that his combat strength was rapidly approaching the level of a Navy Admiral.
From now on, Zephyr wouldn't have to constantly readjust the plan anymore.
Because from this point forward, the only task was to stick to the routine—clock in at Infinite Hell every morning. Each new day would mean one more prisoner than the day before, until the moment came when LV6 had no more prisoners left except for Lone Red and the Demon Heir.
At that point, this floor— home to countless monstrous criminals—would be completely cleared.
And once hell is empty, a general will be born.
Of course, "general" here refers not to military rank, but to strength.
"Although Impel Down holds hundreds of thousands of prisoners, 99% are imprisoned within the first five levels. Only a very small number are held here in Infinite Hell, the sixth floor."
"Add in those who've died from age, disease, or execution, and others taken for human experimentation by the World Government…"
"After decades of accumulation, there are only about one hundred prisoners left on this floor."
Rosen expanded his Observation Haki.
In his mind, it was as if a three-dimensional map unfolded— within that mental space, countless auras appeared one by one.
After days of clocking in and training inside Impel Down, the range of Rosen's perception had greatly expanded.
While it still couldn't match the level of Enel—who could use his Thunder Fruit to cover an entire Sky Island— or Fujitora, who could perceive the movement of clouds or detect meteorites in orbit, Rosen could now fully monitor Impel LV6 and perceive the real-time condition of Infinite Hell.
Just as Rosen was using his Observation Haki to count how many more days it would take to clear the floor, finish his internship, and graduate from the Navy Academy—
A voice— then another, then another— began to echo inside the hearts of the surrounding prisoners.
These prisoners shared two common traits: their cells were close to Rosen's, and none of them were Devil Fruit users.
"Rosen didn't even use that Haki Titan just now. He also retracted that weapon with strange abilities. What are you all waiting for?"
"There's always a moment of vulnerability after battle. This is a once-in-a-lifetime opportunity."
"Caught off guard, he probably won't have time to summon his Haki Titan again. And even if he does, couldn't all of you combined break through it?"
"Those who died before you already proved—he doesn't plan to let anyone live."
"Don't be fooled into thinking he's spared Catarina Devon and the others the last two days. He left them alive on purpose—to help him practice."
"He's adding one prisoner each day. When there are none left, he'll slaughter every last person on this floor."
"If you don't act now, he'll only grow stronger. When the time comes, it'll be too late to team up."
…
Voices— like demonic whispers— one after another, rose from the depths of the prisoners' hearts.
These voices seemed to possess an uncanny ability to implant consciousness, stirring thoughts, emotions, and a dark sense of unity.
At first—
Many scoffed. But as the voice continued echoing— more frequently and more insidiously— their resistance began to crumble. Agreement began to form. That agreement turned into resonance. The resonance grew stronger.
And eventually…
Murderous intent erupted.
In the cells closest to Rosen, one prisoner after another began rising from the ground.
They leaned against their bars, their eyes locking onto Rosen's figure— growing colder, darker, deadlier. Their gaze was no longer just hostile— it was predatory. Like sea beasts silently circling a ship.
"Do it now."
"Kill him."
"If Rosen doesn't die, you will."
"This is a war between navy and pirates— It's kill or be killed."
"Don't worry about Zephyr and Borsalino. One's out of commission. The other's arrogant. Neither of them is using Observation Haki to monitor your movement."
"Kill!"
"Kill!"
"Kill!"
…
That same whisper again—echoing inside every nearby cell.
Especially the last word—"kill".
Each utterance of it carried the scent of blood, the weight of mountains of corpses, and the fury of oceans of fire. Every repetition further ignited their hatred—further warped their minds.
"Kill!"
And when that murderous intent reached its peak—
Thirteen prisoners roared in unison like beasts.
Then—
They disregarded their shackles, broke their bindings, and charged forward with every ounce of strength in their bodies.
Armed Haki exploded outward.
Shockwaves of power.
Cutting blades of sword aura.
Explosive bursts of projectile physical techniques.
Deafening shockwaves erupted. Like dragons breaking free of their chains, thirteen waves of killing intent and raw power blasted out of their cells at once—aimed straight at Rosen, who stood unguarded and calm.
"You bastards are looking for death!"
Zephyr instantly reacted.
He had just turned to walk toward the exit of Infinite Hell, but hearing the roar and explosion behind him, he spun on the spot, cloak flying, and dashed toward Rosen like a bolt of lightning.
In that moment—
Zephyr's expression darkened.
He hadn't expected this. That prisoners who once hated each other to the bone… would now unite in madness.
A riot had begun.
And Rosen stood at the center of it all.
